The Ministry of Emergency Management & Climate Readiness (EMCR) is the lead coordinating agency in the provincial government for all emergency management activities. As such, EMCR’s mission is to be responsible to British Columbians for leading the management of provincial level emergencies and disasters and supporting other authorities within their areas of jurisdiction. EMCR works directly with local governments, provincial ministries and agencies, federal departments, other jurisdictions, industry and volunteers in mitigation, preparedness, response and recovery.

The Response Logistics Officer is a subject matter expert in the planning and implementation of logistics operations in an emergency management response environment. This position participates in the development and activation of response plans, strategies, and operations for all provincial emergency hazards and disasters. During provincial emergencies, (e.g., flooding, wildfires, seismic events, extreme weather, etc.), this position fills leadership roles within the EMCR Provincial Emergency Coordination Centre (i.e., operations centre) chain-of-command. While performing these duties, the Response Logistics Officer may be directly responsible for the health and safety of citizens, the protection of property and the environment, and the management of overall response activities. This responsibility can involve the management and supervision of over 20 staff and include approving expenditures of millions of dollars.

The Response Logistics Officer also provides support to key EMCR program files such as Recovery, Disaster Risk Reduction, Strategic Partnerships, Training & Exercises, Public Education and Corporate Support Services, and builds relationships that will support emergency response operations with a wide array of Ministry, provincial, federal, NGO and private sector partners

Job Requirements:

  • Graduate degree in a related educational discipline AND a minimum of 1 year of related experience* OR
  • Undergraduate degree in a related educational discipline AND a minimum of 2 years of related experience* OR
  • Diploma or certificate in a related educational discipline AND a minimum of 3 years of related experience* OR
  • Graduate degree in an unrelated discipline AND a minimum of 2 years of related experience* OR
  • Undergraduate degree in an unrelated discipline AND a minimum of 3 years of related experience* OR
  • Diploma or certificate in an unrelated discipline AND a minimum of 4 years of related experience* OR
  • High school graduation or GED AND a minimum of 5 years of related experience*
  • An equivalent combination of education and experience may be considered.


Related educational disciplines include:

  • Emergency or disaster management.
  • Logistics or Supply-Chain Management.


Related experience is defined as:

  • Experience conducting emergency management preparedness, response, recovery and/or mitigation activities.


Preference may be given to applicants with one or more of the following:

  • Minimum 2 years of emergency management experience responding to natural and/or human-caused emergencies or disasters.
  • Minimum 1 year of experience conducting emergency response logistics operations.
  • Experience coordinating and managing staff/personnel rosters or schedules.
  • Experience in procurement and/or contract management.
  • Experience working with the EMCR and/or BC Wildfire Service Temporary Emergency Assignment Management System (TEAMS) programs.
  • Experience working in an emergency operations centre or similar command and control environment.


WILLINGNESS STATEMENTS

  • Work overtime and/or be placed on standby 24/7 with limited notice year-round, including on weekends, evenings, nights and holidays.
  • Be flexible regarding changes in responsibilities, assignments, shift patterns and corporate structures.
  • Remain calm and professional while working long hours in a fast-paced, high-pressure environment.
  • Work at an EMBC office or remotely, as needed to maintain EMBC operational requirements.
  • Travel throughout the province.
