JOB PURPOSE:
The Manager, Propel, provides leadership in oversight, supervision, development and monitoring of all Anti-
Human Trafficking programs for the Propel Survivor Development Centre for the purpose of providing effective, efficient, safe, outreach based rehabilitation operations and second stage housing within the framework of the mission and goals of the Provincial Anti-Human Trafficking Programs & purposes, additional related sites, and in adherence to Funder’s standards and Propel’s policies and procedures.

CHARACTERISTIC JOB DUTIES:
The incumbent is responsible for the following range of job duties characteristic, or typical of the job class:

  • Oversight of delivery of Anti-Human Trafficking Programs & initiatives through program sites including The Propel Survivor Development Centre & Second Stage Apartments, Living Hope, employment programs, online learning, and other programs and initiatives (existing & in the future); takes responsibility for clients, lease agreements, staff, and the ministry unit
  • Oversight of outreach-based facility, including leasing agreements, landlord requirements, security systems, health and safety protocols, WorkSafeBC requirements, and establish psychological safety for staff
  • Manage budgets & resources for multiple departments including monthly spending, petty cash, budgets & financial forecasting, vehicles & maintenance, communications & contracted phone plans, staff hours, visa submissions & reconciliations for all staff, grant allotments, in consultation with the Director
  • Responsible to hire, orientate, train, evaluate, discipline, and terminate in consultation with the Director or designate; scheduling staff in accordance with government contracts, Outreach, and Residential Standards; addressing complaints/grievances
  • Spearhead & teach the Freedom Model of Case Management, ensuring staff are properly supervised to provide trauma sensitive care to clients, champion the vision of psychosocial rehabilitation & innovative thought leadership
  • Responsible to train leadership staff, such as project Supervisors & Coordinators, in leadership skills, accountability, staff hiring, program oversight, required program outcomes, supervision of support staff, and program evaluation
  • Takes responsibility to oversee all outcomes required of each Anti-Human Trafficking Program, ensuring proper reporting standards, deliverable targets, trauma sensitive practices, regular staff & program meetings are complete and to a high standard
  • Responsible to develop & implement the agency Strategic Plan and facilitate staff & client engagement in the process. Responsible to complete all requirements for The Salvation Army Accreditation
  • Develop & host a Survivor consultation committee, develop & oversee Survivor employment opportunities and practicums as available
  • Ensure the specialized implementation of second stage housing requirements, including intake, goal setting, support, referrals, networking and other direct services to residents, transitioning and discharges, including appropriate use of rehabilitative and disciplinary measures, and case note audits for all front line work
  • Monitor staff safety practices in compliance with health and safety standards, and preparing, analyzing, submitting and acting on incident reports. Developing safety protocols as needed. Conduct scheduled Violence & Risk Assessments according to WorksafeBC standards for each program
  • Develop & implement staff training & onboarding, maintain records of staff training, and coordinate Team Development Days & training opportunities
  • Approve, participate in/or delegate the conduct of allowable physical searches & apartment checks; maintaining appropriate records of search logs, administering drug tests & advising staff on client disciplinary action
  • Ensuring staff maintain the safety, security and upkeep of the facility and grounds including cleaning & sanitization, following up & oversee any outstanding maintenance needs or facility renovation
  • Establish and maintain proper database records and files, respond to legal requests as it relates to clients and case notes, coordinate with staff to provide monthly Case Management reports per department to Director. Attend & ensure the implementation of monthly client evaluation frameworks
  • Develop workflow systems, policy & procedure, operational standards & frameworks, and innovative solutions for all departments
  • Organize & delegate with staff all client appointments, community referrals, and accompaniment; liaise with in house and community resources, encourage community involvement in programs, seek community donations
  • Recruit, orient, train, schedule, and evaluate contracted services & volunteers
  • Ongoing maintenance of resources, staff & client library, and design/web content in consultation with the Director
  • Attend promotional networking opportunities in the community, provide presentations on programming where required to stakeholders, uphold ethical storytelling procedures, provide teaching and training education where required
  • Develop statistical trackers & frameworks for staff to report monthly, provide timely, detailed statistical and evaluative information to Director when required
  • Develop & maintain extensive community partnerships for donated gift in kind services and funding partnerships where assigned
  • Perform other duties as assigned.

Other Specific Duties:

  • Responsible to demonstrate by word and action a positive and professional role model for residents and employees of The Salvation Army and to contribute to the mission and goals of The Salvation Army, including utilizing psychosocial principles of spiritual care
  • Responsible for the assessing of client suitability to programming, supporting creative accommodations, and assisting in the mechanisms for community outreach and building meaningful partnerships
  • Utilizes knowledge pertaining to issues to provide guidance in appropriate therapeutic support through the trauma sensitive, psychosocial rehabilitation lens
  • Responsible for ensuring client orientation to The Salvation Army’s philosophy, policies and procedures; including all safety procedures occurs in each program
  • Responsible for maintaining awareness & addressing program related problems (client or facility related) experienced by clients and staff. Ensure reporting procedures are in place to report pertinent information and for efficient and effective client feedback mechanisms.
  • Responsible for providing appropriate crisis intervention, basic counselling skills, and mentoring staff in case management skills
  • Represents The Salvation Army Anti-Human Trafficking Programs in the community and works with other social services agencies as a survivor advocate;
  • Provides client with liaison and referral services, as required, to internal services and other social service agencies / resources
  • Responsible for assisting in the follow-up and investigation of all incidents and for implementing appropriate recommendations
  • Attends and participates in meetings as required
  • Works with Director to develop programs, approaches, and procedures as related to client care
  • Responsible for developing professionally through attendance at conferences, seminars, and other various training and /or educational courses
  • Responsible for actively maintaining knowledge base of upcoming trends and changes within the social services and human trafficking field, and providing support to our staff team to ensure human trafficking knowledge is up to date
  • Responsible for assisting with the development and succession planning for staff positions.

QUALIFICATIONS:

The successful job applicant will have completed an Undergraduate Bachelor’s degree in Social Services or another related field, or other equivalent.

NOTE: An alternative level of education and experience may be acceptable.

SPECIAL LICENSES, DIPLOMAS, CERTIFICATIONS OR REQUIREMENTS:

The successful applicant will hold/have:

  • Criminal Police Investigation Check (CPIC)
  • Valid First Aid/CPR certificate
  • Valid Class Five BC Driver’s License
  • Non-violent Crisis Intervention (if not certified upon hire, required within 6 months of successful qualification)
  • Interpersonal Conflict Resolution (if not certified upon hire, required within 12 months of successful qualification)

MINIMUM PRIOR RELATED EXPERIENCE:

The incumbent must have the following experience before hire:

2-5 years of Management experience and prior related experience, including working with vulnerable populations

  • Demonstrated knowledge of and experience with theory, principles and practices specifically in the human services field and issues including trauma sensitive practice, sexual assault, domestic violence/abuse, working with minors and duty to report, primary health care plans, case management, substance abuse, mental health, immigration, and homelessness issues is required.
  • Demonstrated computer skills preferably in Microsoft Office and related functions
  • Demonstrated understanding of financial and statistical reporting.
  • Demonstrated effective interpersonal, conflict resolution, organizational, and time management skills.
  • Demonstrated ability to communicate effectively both orally and in writing is essential.
  • Demonstrated ability to work independently or in a team setting.
  • Ability to work under pressure and in a team environment
  • Experience in fine arts and social therapies an asset
  • Must be able to obtain Correction Service Canada clearance and clearance from The Salvation Army’s Child Abuse Registry is a condition of employment.

TERMS : Contract Full-Time (35hrs/week)

DAYS & TIME : Tuesday-Saturday: 10:30am-6:00pm
