Job Summary

A high-profile leadership role for an experienced facilitator with outstanding collaborative skills to advance reconciliation with Indigenous partners in post-secondary education

The Post-Secondary Policy and Programs and Division Responsible for Learner Supports, within the Ministry of Post-Secondary Education and Future Skills, provides leadership to a dynamic, integrated and responsive post-secondary system to maximize benefits to all British Columbians. Within the Policy and Programs and Division Responsible for Learner Supports, the Indigenous Policy and Engagement Branch is responsible for working with partners to support the post-secondary system adoption and implementation of the UN Declaration Act, the UN Declaration Act Action Plan, and the Calls to Action of the Truth and Reconciliation Commission (TRC). It also works with Indigenous partners on the implementation of the Declaration Act Action Plan actions using a distinctions-based approach. The Policy and Planning Unit manages relationships with Indigenous partners, leads system-wide legislation and policy initiatives, supports cross-Ministry initiatives and reporting and provides support and advice to Ministry staff regarding engagement with Indigenous partners.

The Manager, Projects, Engagement and Reporting plays a key role in leading the Ministry’s relationship with Indigenous partners and providing expertise and advice on engagement to senior Ministry staff and executive, informed by government policy direction. Using strong communication and leadership skills, the position will facilitate consultation and engagement with Indigenous and sector partners on key policy and legislative initiatives, such as those identified in the Declaration Act Action Plan. The position will lead the Ministry’s involvement in key cross-Ministry initiatives and work across the Ministry to monitor, support and report on progress of key initiatives including development of performance measures and indicators and undertake evaluation as required.

Job Requirements:

  • Bachelor’s degree or higher in social sciences, business administration, public administration, Indigenous studies or a related field, and a minimum of three (3) years *related experience. An equivalent combination of education and *related experience may be considered.
  • Related experience must include each of the following:
  • Planning, coordinating, managing and evaluating multiple complex projects and work assignments.
  • Leading consultation, engagement and facilitation of sensitive and complex topics.
  • Experience researching policy issues and conducting policy analysis.
  • Demonstrated leadership experience working effectively with internal and external stakeholders.
  • Experience supervising staff and/or leading project teams.
  • Experience in concisely and persuasively writing a range of documents/content (e.g. decision- making documents, briefing notes, presentations and other briefing materials).
  • Experience promoting and supporting engagement including in a virtual environment and experience using data visualization techniques to inform planning and performance measurement.


Preference may be given to applicants with:

  • Who identify as Indigenous (First Nations, Métis or Inuit).
  • Experience working in or with Indigenous organizations or communities.
  • Experience working with or in the post-secondary education and training system.
