SUMMARY OF DUTIES

Reporting to the Superintendent, Horticulture, the Horticulture Programming Supervisor will contribute to a dynamic team of Horticulture professionals and be responsible for overseeing Floral Shows and Tropical Greenhouse programs, ensuring the development, administration and evaluation of comprehensive strategies for all populations.

Responsible for managing the delivery of efficient and effective operations and maintenance for the Forestry and Horticulture Section by ensuring a healthy, productive and safe environment while promoting horticultural best practices.

GENERAL DUTIES

Supervise staff and provide appropriate support to the given areas of responsibility through the delivery of effective management of horticultural operations.

Informs section priorities, changes to policies or procedures, or need for equipment or programming revisions based on updates to best practices, programming trends, or regulations.

Supervises special programming initiatives, including Tropical Greenhouse programming, Floral Show programming and coordination, grant programs, partnership agreements, city youth initiatives or other city social programs. Responsible for creating new programs to generate revenue, scheduling programs, monitoring and reporting on revenues/expenses, monitoring cost control and reporting on data, liaising with Business Services and providing effective cost control of the allocated current budget.

Leads the planning and coordination of Floral Shows, including thematic concept design creation and finalizing using Dynascape 3D, leading staff through idea generation and visioning, and developing displays and features, including the specification and sourcing of materials and quantities.

Maintains and builds relationships with the community groups and organizations, to prepare program/partnership agreements, facilitate access to Tropical Greenhouse; plan joint events and programs.

Communicates need for program growth, revenue generation or new service delivery; prepare grant submissions or requests for funding as required to fill service gaps.

Coordinates with the other Horticultural Supervisors and is a contributing member to the Supervisor team. Supports programs and projects and inform priorities through researching and reporting on best practices, municipal benchmarking, community programming, and completing cost/benefit analyses. Defines quality indicators for targeted programs and analyzes against implementation and customer satisfaction. Completes reports, charts, comparisons, or presentations as required.

Manages maintenance, budgets, and work order tracking related to Horticulture programs and projects including procurement of materials, equipment and services required to support staffing and meet delivery objectives as appropriate. Ensures projects are completed within the required maintenance schedule and budget.

Determines and co-ordinates the daily work programs by planning, organizing and scheduling work activities and equipment for employees, students, hired equipment and contractors.

Identifies and rationalize a list of specific projects relevant to the area of responsibility through proper investigation, cost estimating and the setting of priorities.

Plans, schedules and co-ordinates planting and maintenance programs, including pesticide applications, fertilization programs, cultural requirements for annuals, perennials, shrubs and turf areas by using industry-standard horticultural practices. Prepares cost estimates for various exterior and interior landscape projects including time estimates, labour, material and equipment. Interprets blueprints, drawings and landscape designs.

Designs, schedules, co-ordinates and supervises the setup, planting, construction and dismantling of various horticultural displays and new landscaping projects including on-site design changes. Projects include displays and plantings in civic buildings and grounds, traffic islands, and other special event locations. Inspects properties and work sites to ensure that quality assurance and proper horticultural practices are being followed and to assess the requirements of the plant material, i.e. fertilizers, pesticide application, etc.

Inspects and monitors Greenhouse facilities' heating and ventilation systems, security alarm systems and cold temperature alarms.

Troubleshoots and responds to emergency greenhouse malfunctions, such as boiler problems, cold temperature alarms and irrigation malfunctions.

Purchases and maintains an inventory of horticultural and greenhouse supplies including pesticides, fertilizers, seeds, plant material, tools and equipment. Co-ordinates vehicle and small equipment repairs and maintenance by Fleet Services.

Provides direction, supervision, leadership and coordination of teams. Motivates and encourages staff to achieve high levels of performance and productivity, fosters a work environment which supports customer service, innovation and quality of service. Provides staff appropriate support to the given areas of responsibility through the delivery of effective management of horticultural operations. Provide horticultural technical advice to staff, the public and various outside agencies.

Supervises and participates in the interviewing and hiring of full and part-time staff. Responsible for completing staff on-boarding, scheduling, monitoring performance and disciplinary action.

Sets and communicates staff performance expectations; observes performance of each employee under their supervision throughout the year; identifies performance issues/problems; monitors and implements formal performance improvement plan and; completes performance appraisals (P.A.D.) to assess staff competence, tasks and behaviours against expectations.

Documents the activities of the work unit through completion of reports, time cards, absentee forms, vacation scheduling, daily diary entries, performance appraisal programs, work schedules and procedures as well as the operation of computers and control of inventories and supplies.

Ensures customer focused, high quality and timely delivery of services in compliance with Federal, Provincial and Municipal legislation and guidelines and approved budgets, contracts and policies and to ensure balanced service/price/quality.

Interprets and ensures compliance with the Occupational Health and Safety Act, Ontario Traffic Manual Book 7, WHMIS, various Provincial and Federal Acts and Standards and Union agreements. Interprets and ensures compliance with the Ministry of the Environment Pesticide Act, i.e. posting, and proper spraying procedures, including correct rates and safe application. Ensures compliance with City, departmental and divisional rules, regulations, procedures, policies and safe working practices.

Ensures that employees are provided with and use the appropriate equipment, materials and/or procedures required to perform the assigned duties. Ensures that all employees perform work in accordance with applicable Health and Safety legislation, including Ontario Traffic Manual Book 7 and all City of Hamilton corporate and departmental policies and procedures. Ensure that appropriate action is recommended for those employees who do not work in compliance with legislation, policies and procedures.

Investigates and evaluates citizen, Councillor complaints and requests. Implement solutions and prepares written reports.

Co-ordinate and supervise greenhouse operations (as required in the absence of the Greenhouse Supervisor) including production of annuals, Chrysanthemum production, specialty crops, plant propagation, fertilization programs and pesticide applications using proper horticultural practices.

Investigates accidents, claims and dangerous conditions that may involve City of Hamilton employees and vehicles, personal injury accidents and public/private property damage.

Required to work evenings and weekends based on program operations, public utilization and program delivery.

Ensures that all staff adhere to mandated health and safety standards by monitoring and participating in the employee Health & Safety program. Ensure that all staff receive adequate and pertinent safety and technical training in order that work is performed in a safe and productive manner.

Performs other duties as assigned which are directly related to the major responsibilities of the job and understands the seasonal requirements within Horticulture.

QUALIFICATIONS

  • Proven knowledge of Horticulture normally acquired through a 2-year Diploma in Horticulture or a combination of relevant Horticultural education and Horticultural work experience.
  • Extensive demonstrated experience in Horticulture, including technical knowledge required to co-ordinate the planting and maintenance of various Horticulture programs.
  • Excellent leadership, communication, presentation, report writing and interpersonal skills in order to co-ordinate, develop, supervise and support staff, consultants and contractors.
  • Proven knowledge and understanding of regulations, program design processes, and outcome-based evaluations.
  • Demonstrated record of strong leadership and guidance, customer focus, innovation / creativity, team advocacy, staff delegation, and empowerment and staff development and is results-oriented.
  • Previous experience in the design, development and implementation of programs through understanding of program delivery and horticulture facility operations.
  • Proven relationship management, public relations, and partnership-building skills to enable cooperative working relationships both within and outside the division and organization.
  • Excellent research skills to conduct research, monitoring analysis and assessment of inclusive programs, issues and trends.
  • Must have excellent computer skills in a Windows environment with strong working knowledge of Word, Excel, and Microsoft Outlook. A strong focus on asset management programs, Dynascape and Dynascape 3D, and financial analysis and budgeting would be an asset.
  • Must possess a working knowledge of Greenhouse Operations including mechanical systems.
  • Must possess a valid Class "G" Driver's License.
  • Must possess a Landscape Exterminator's License.

THIS POSITION REQUIRES A VALID CLASS "G" DRIVER'S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.
