The Opportunity
The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council’s Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.
Under the general guidance and direction of the Manager of Purchasing, the Junior Buyer position liaises with various City Departments to coordinate and facilitate the procurement process for entry-level procurement requests in accordance with applicable regulations, legislation, industry best practices, City policies and procedures, and the City’s Procurement By-law. Specifically, this position collaborates with City Departments to facilitate and prepare procurement documents, such as Requests for Proposals, Requests for Quotation, Requests for Information, Requests for Prequalification, and Expressions of Interest; reviews, summarizes, and analyzes bid submissions; and participates in and/or processes awards in accordance with the Procurement By-law. Additionally, this position provides advice and guidance to City Departments throughout the purchasing and/or procurement lifecycle. Lastly, this position assists in administering the City’s purchase order system, which involves reviewing purchase order requisition requests submitted by City Departments to ensure accuracy and compliance with approved budgets, City policies and procedures, and the City’s Purchasing By-law, and actions follow-up, as required. Overall, this position plays an integral role in facilitating and coordinating the procurement and/or purchase of goods and/or services in an efficient and effective way with a focus on best value in accordance with applicable City by-laws, policies, and process.

Education (degree/diploma/certifications)
  • Three (3) year College Diploma in Business Administration or related discipline
Experience
  • Two (2) years of experience performing duties related to the above mentioned major responsibilities
Knowledge/Skill/Ability
  • Computer literacy utilizing e-mail, word processing, spreadsheet, presentation and database software (specifically Microsoft Office Suite, Excel, Access, FIS, PO System)
  • Excellent interpersonal, communications, organizational/coordinating, research, problem-solving, communication, public relations, customer services and multi-tasking/work prioritization skills
  • Ability to interact effectively and courteously with all levels of staff and contacts in a political and community/client services environment; build co-operative/collaborating working relationships and internal and external alliances; and to champion corporate programs/initiatives, mission and values of the City

Other Important Information
Location: 56 Mulcaster St., Barrie, Ontario.
  • Please note, the City has recently launched a Hybrid Work Program Procedure that may allow a hybrid work arrangement for employees who meet the eligibility requirements.
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2022 pay range:
  • Pay Level: Level 5
  • Yearly Salary: $55,546.40 to $66,521.00 per year
  • Hourly Pay Rate: $30.52 to $36.55 per hour
