Nasittuq provides Operation & Maintenance services for the North Warning System (NWS). The NWS is a joint Canada and United States early-warning radar system with 47 sites located in Northern Canada; a Control Centre and Support Centre located in North Bay, ON and a Contract Management Office located in Ottawa, ON.

This is a community-based, full time (Monday - Friday) position located in Goose Bay, NL.

SCOPE:

The LSS Manager is responsible for the effective and efficient management and daily implementation of all NWS operational and maintenance activities/projects within their respective zone.

LSS zone site activities typically vary with events such as unscheduled maintenance, aircraft arrivals and departures, and special annual projects. As such, the flexibility to work non-traditional work schedules and additional hours is required; and, the ability for regular short-term travel from Iqaluit to long range radar sites (LRR) and/or short range radar sites (SRR) within the zone is a requirement of the position.

RESPONSIBILITIES:

  • Plan, schedule, prioritize and direct all zone activities in liaison with other areas of the organization (CMO, NWSCC, NWS Depot and NWSCC) and LRR Site Supervisors.
  • Directly and indirectly supervise zone staff ensuring site activities/logistics are performed in timely/safe manner.
  • Performance management, orientation, conducting evaluations, training & development, coaching, counselling and discipline, as per company policies and procedures.
  • Ensure that all zone personnel are given all necessary training, indoctrination and site briefings.
  • Ensure site inspections are being done by LRR Site Supervisors of infrastructure for damage and obtain reports.
  • Prepare and manage the Zone budget.
  • Ensure that NWS Plan-2, the NWS Emergency Response Plan is maintained up-to date, reviewed and exercised regularly by the site personnel.
  • Be familiar and ensure compliance of personnel (including contractors and visitors) to all security and safety plans and procedures, including plans specific to project activities, work permits and ‘stop work’ orders and conducting site safety meetings and daily “toolbox” safety meetings for all staff on the respective sites (LSS and LRR).
  • Ensure that personnel are familiar and comply with all Nasittuq and facility policies and procedures.
  • Ensure that the overall fire protection program for the site is in accordance with the NWS Fire Services Plan, appointing individuals to form a fire brigade and posting the names.
  • Ensure that NWS Project Security Plan, is reviewed by the site personnel and that the procedures are followed.
  • Advise and assist in effecting design changes to improve LSS Efficiency and/or reduce cost of operation.
  • Interface with internal and external customers ensuring effective communication regarding status and priority of work.
  • Other duties as assigned by the Operations Manager or senior management.

QUALIFICATIONS:

EDUCATION:

  • A post-secondary degree or diploma in a trade or technical field.

CERTIFICATE(S) / LICENSE(S):

  • Incumbent must possess a valid driver’s license.

EXPERIENCE:

  • Minimum Five (5) years’ collective experience directly related to one or more requirements of this position (i.e trade certificate, facilities management, etc.)
  • Demonstrated management experience within their trade or technical field.

KNOWLEDGE OF:

  • Strong knowledge of work/project management practices relating to the operation and maintenance of remote sites
  • Collective Bargaining Agreements and supervision of unionized staff
  • Proven leadership and facilitation skills
  • Strong organizational, communications, computer, problem solving and analytical skills
  • Adaptability and ability to manage multiple priorities and work cross-culturally
  • Demonstrated knowledge using MS office applications
