Job Description

Directs the development of pension policies, programs and strategies and remains up to date on pension legislation and industry best practices. Drafts pension plan text amendments to reflect changes due to collective bargaining, increase clarity of provisions, and ensure the plan text remains compliant with legislation. The Manager helps to ensure that legislative and regulatory compliance is maintained by Pension Services and Canada Post at large in its daily operations and that consistent interpretation of the pension plan text is applied. Reviews pension communication materials to ensure accuracy and develops communication plans that promote employee value and understanding of pension programs. Manages vendor selection, negotiation, financial management and service standard monitoring for CPC pension service providers.


Job Responsibilities

Below are the main job requirements and responsibilities for the Manager, Pension Policy.

  • Develops, analyses and evaluates appropriate pension policies, programs and strategies.
  • Researches and drafts amendments to the pension plan text, for approval by senior management, to ensure the text remains compliant with governing legislation and is supported by appropriate pension administration business processes.
  • Provides advice and recommendations on pension policies and interpretations of the pension plan text to other corporate functions and supports union negotiations.
  • Reviews and resolves complex member cases, some of which may require the provision and incorporation of legal guidance.
  • Reviews all member specific non-standard correspondence as well as mass member communications to ensure accuracy, consistent interpretation and application, as well as compliance to pension policies, plan text and governing pension legislation.
  • Manages the development and ensures accuracy of pension plan interpretation and information bulletins.

Job Responsibilities (continued)

  • Develops selection criteria and detailed requests for proposals, selects vendors and implements contracts, as required. Manages vendors, ensures compliance with service level standards and approves invoices.
  • Presents and reports on pension matters to various stakeholders, including the Pension Committee and Pension Advisory Council.
  • Monitors applicable pension legislation and regulations, specifically the Pension Benefit Standards Act (PBSA) and the Income Tax Act (ITA), and liaise with the Office of the Superintendent of Financial Institutions (OSFI) and Canada Revenue Agency (CRA).
  • Consults with internal and external legal counsel, consultants and actuaries on pension matters.
  • Establishes professional relationships with representatives of other organizations, associations and government agencies, and remains abreast of trends and developments in the pension industry.
  • Creates a positive work environment and culture within the department, provides clear objectives and performance expectations for subordinates, conducts training and development needs assessments and ensures that subordinates are provided with the support necessary to achieve their goals.

Qualifications

Education

  • Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training.


Experience

  • 3 to 5 years of relevant functional experience
  • 2 or more years’ experience managing people
  • One or more years of experience in a unionized environment an asset


Other Candidate Requirements

  • Proficient computer skills and competent with Microsoft Office programs
  • A Certified Employee Benefit Specialist (CEBS), Pension Plan Administration Certificate (PPAC) or other equivalent certification would be an asset
  • Excellent team building and leadership skills and experience
  • Sound organizational, analytical, judgement and decision-making skills with proven abilities in problem solving
  • Strong interpersonal skills with an ability to build and maintain relationships
  • Strong oral and written communication skills
