Manager, Purchasing and Materials Management (Full-Time)
Salary Range - $ 76,062.09 - $ 92,389.25 *2021

Reporting to the Director of Finance, the Manager of Purchasing and Materials Management is responsible for the procurement activities of Norfolk General Hospital, West Haldimand General Hospital, and the Norfolk Hospital Nursing Home including but not limited to developing and ensuring compliance with the purchasing policies and procedures in accordance with Broader Public Sector (BPS) Procurement

Directives; oversees the tender and proposal process; and conducts negotiations with vendors and contractors.

Duties & Responsibilities:

1. Develop, implement and manage purchasing policies, procedures, standards and strategies using industry leading best practices for sourcing and contracting in order to ensure adherence to BPS Procurement Directives.

2. Manage the full-cycle procurement process ensuring that all risks related to procurement and vendor management are monitored and managed timely and effectively.

3. Ensure maintenance of adequate inventory for varying departmental needs and patient safety.

4. Lead cross functional teams to identify cost saving opportunities or process improvements, implement best practices including participation in cooperative or bulk purchasing strategies and alliances with appropriate purchasing partners.

5. Provide overall leadership and direction to Purchasing and Stores staff, including work planning, scheduling, staff mentoring/coaching and monitoring of working conditions.

6. Responsible for recruitment, retention, recognition and performance management of staff.

7. Lead and consult with necessary stakeholders in developing and coordinating request for proposals, quotations and expression of interests for capital, supplies and services according to

BPS Directives.

8. Develop, implement and manage procurement templates and standard terms for RFPs, RFIs,

RFQs and contract requirements and specifications.

9. Plans, conducts and manages the negotiation of purchasing contracts with suppliers and business partners, consistent with quality standards and specifications.

10. Provide subject matter guidance to internal and external stakeholders in accordance with the

Hospital's policies and procedures and public procurement requirements.

11. Represent the department at Leadership Forum, OH teams and committees, Group Purchasing

Organizations and other meetings as appropriate.

12. Develop, implement and monitor departmental based goals and indicators in line with the

Hospital’s Strategic Plan. Collaborate to ensure quality management, education and information system initiatives are effectively implemented.

13. Ensure that self and others work in compliance with Hospital Policy, the Occupational Health and Safety Act and all other applicable legislation.

14. Monitor market trends regarding new products, services and processes.

Position Qualifications:

  • Degree/Diploma in Business Administration or related field.
  • Possess, or in pursuit of, the Supply Chain Management Professional (SCMP) designation.
  • Minimum of 5 years purchasing experience – healthcare or broader public sector preferred.
  • Warehouse and JIT supplies management experience an asset.
  • Knowledge of procurement law and its application to contracts, competitive bidding, procurement process and industry standards and best practices.
  • Demonstrated effective analytical, strategic and decision-making abilities.
  • Proficient with computers and experienced with MS Office (e.g. Outlook, Word, Excel)
  • Excellent business management/development, planning, organizing and negotiation skills.

The West Haldimand General Hospital is a rural community hospital in the town of Hagersville, southwestern Ontario, which provides basic hospital and health care services to the people of Hagersville,
Caledonia, Jarvis, Townsend, Cayuga, Fisherville, Selkirk, Nanticoke, the Six Nations of the Grand River
Reserve and the Mississaugas the Credit First Nation Reserve. West Haldimand has a 23 bed acute care
Inpatient Unit, 24/7 Emergency Department, Ambulatory clinics and provides perioperative services for same-day surgical patients.
