Summary:
Reporting to the Director of Operations, the Program Manager, NPI leads, manages and supervises the NPI (New Product Introduction) tasks and associates in support of all product launches.
This role also provides support to the Manufacturing Engineer(s) & New Product Introduction Specialist(s) with current state process improvements across both plants. Working in cooperation with the Plant managers and acting as the conduit across the plants work to improve current state processes, eliminate redundancy and lead / manage lean improvements. Support the plants (Pembroke and Ogdensburg) in the form of mechanical/soft goods new product & sustaining activities.
In addition, and as time allows, this role leads and coaches lean/cost saving activities to make the business more competitive, eliminate non-value-added work and increase the profit margin on the products the plants produce.
The role will also take the lead to manage projects that transition into production from the Critical Design Review (CDR) gate through the Production Readiness Review (PRR) gate and into steady-state production. From time to time, and as appropriate, the incumbent leads and manages projects from concept development through post PRR and into steady state production. These projects are agreed to by the Director of Operations and the Director of PMO prior to assignment.
The Project Portfolio ranges from internally funded product development, customer defined, funded custom product launches, system development and / or Operations lean projects.
Under the guidance of the Director of Operations, the Program Manager, NPI leads and manages the costing, scheduling, technical performance, risk management, and on time delivery of assigned multifunctional projects. With the support of a cross functional project team, the is responsible to meet the project budgets, schedules and functionality approved by the executive team.
For projects assigned at the CDR Gate, the incumbent is expected to provide costing, schedules and post CDR transition and cut in plans to the Engineering Project Managers (EPM), as well as monitor project progress from the concept stage while such projects are being run by the EPMs. At transition time, the Program Manager, NPI, updates the post CDR costing, schedules, transition and cut in plans as part of the overall project plan.

Project Management:
Supports project teams in the preparation of project plans, including clear definition of work scope, schedule, resource requirements, cut in and / or production plans and establishment of cost baselines.

Acts as the main interface with internal stakeholders and customer representatives in ensuring the project scope and requirements are understood, documented, and managed through the lifecycle of the project.

Communicates and coordinates resource and project team needs and priorities with the functional resource managers and in cooperation with other project teams sharing the same resources.

Supports these functional managers in the setting of goals and performance management of shared resources.

Defines priorities and work tasks, resolves conflicts and priorities.

Plans, monitors, and controls all work performed on assigned projects to ensure that all outputs required by the contract/project are complete.

Under general guidance of the Director of Operations, plans, monitors, and control all project spending, variance analyses, and earned value reporting against approved project plans and baselines.

Provides management with concise and accurate reports and appraisals of project status at frequent intervals, and such other special reports and appraisals as deemed necessary by management, including Monthly Project Reviews (MPR), Monthly Business Reviews (MBR), following the Med-Eng PMO guidelines and templates.

Critically reviews project performance against planned objectives and goals and raises issues of concern with senior management.

Anticipates and evaluates potential risk areas during the planning and throughout the duration of the project, highlights to senior management and propose/pursue mitigation, avoidance, and corrective action as necessary

Schedules and chairs project planning and status and issue management meetings

This position will involve both national and international travel

NPI:

Working with the Engineering team and Operations teams, ensures a smooth transition of NPI activities from Engineering to Production.

Leads and manages the NPI resources to ensure NPI activities are met as outlined in the agreed to project plans

Assists in the creation of manufacturing instructions.

Produces, reviews and releases production packages and related technical documentation for production.

Interfaces with internal and external manufacturing engineering groups and contractors during advanced prototype builds to transfer technology of new products to production.

Transitions new product development to new product introduction through Operations.

Qualifications:
A minimum of 5 years’ experience working in technical / manufacturing engineering and product development environment, preferably in a defense and security technologies
A minimum of 3-5 years’ experience working in Project Management
A technical university degree or suitable combination of academic qualifications and relevant experience and skills
Eligibility for a Security Clearance
Strong interpersonal and team leadership skills
Ability to work independently, often under pressure and against deadlines
Strong analytical skills and sound judgment
Ability to use persuasion, discussion, and other means to secure agreement on path forward and meeting timelines
Excellent verbal and written communication skills in English
