What does this role look like?

The CBE understands the future of work is flexible. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.

Position Description

purpose

The purpose of this position is to provide project management services for all aspects of facility upgrades encompassing – planning, design development, construction documentation, and project administration for both major renovations and new construction, at the Calgary Board of Education (CBE).

This position is accountable to the Manager for providing and ensuring professional technical guidance for the performance integrity of the building envelopes on all Calgary Board of Education buildings and projects


major responsibilities

  • The provision of project management functions for various expansion and upgrade projects in CBE facilities affecting the building envelope (roofing, cladding, windows and doors) for both in-house and contracted work.
  • Conduct investigations, condition assessments and field reviews in order to determine design and repair options. Prepare budgets and obtain approvals for implementation of the work.
  • Develop, manage and coordinate the overall capital strategies for the new construction and the phased renewal for existing facilities.
  • Obtain all the authorizations required from the appropriate authority and government departments for the implementation of the projects;
  • Ensure that funding is spent in accordance with the applicable rules and standards, and that budgets are followed;
  • Maintain accurate records for financial tracking and change management.
  • Prepare Requests For Proposals (RFP) to procure the services of outside consultants and administers tenders for project implementation
  • Provide information and interpretation of building codes, regulations and interfaces with subject-matter experts in a variety of technical areas to obtain technical input as required.
  • Responsible for review of design for the architectural, interior design, structural, and building envelope systems for all in-house projects.
  • Maintains a continuing review of industry standards, specifications and guides, provincial, federal, and civic codes and regulations, as they relate to school design in order to ensure that work is performed in accordance with these requirements.
  • Performs necessary site inspections and advises external consultants and/or contractors on matters pertaining to technical requirements for all new school construction and major renovation and upgrading projects.
  • Provides back-up technical support and troubleshooting to the Maintenance and Operations Divisions to resolve building assembly issues in existing buildings.
  • Analyzes, prepares, and recommends on cost estimates, feasibility studies, energy-efficient systems and research regarding building assemblies. Maintains and updates the necessary technical information, cost records and other technical literature.
  • Prepares design guidelines and evaluations of projects commissioned to other consultants to ensure that all projects meet the requirements of the educational function and the approved budget and time schedule. Reviews technical designs, drawings, specifications, and shop drawings prepared by other design professionals.
  • Meets and negotiates with school principals, user departments, consultants, contractors, and city and fire inspectors to discuss requirements, to suggest feasibility of work, and to interpret drawings and contract documents.
  • Advises and assists the Manager with the review and updating of technical specifications and design guidelines, in order to meet building codes and regulations, school design and educational requirements, and other related inter-department operations.
  • Functions as the CBE’s resident expert on roofing.
  • Develops and leads the implementation of the CBE’s roofing management program through predictive maintenance inspections and maintains the database regarding facility conditions.
  • Manage the roof leak response services including off-hour calls pertaining to roof leaks. Utilizing sound judgement, invoke suitable emergency responses/repairs as assessed conditions require, to protect the CBE’s assets and the health and safety of occupants (i.e. prevent water damage and mould development).
  • Reviews the work prepared by other technical staff.
  • Enforces safety regulations and ensures safe working procedures and conditions are in place and adhered to at all times.
  • Performs other related duties as assigned.


qualifications


Education and Experience

  • Completion of a Bachelor of Science in Civil Engineering or Architecture or Construction Project Management or Interior Design from an accredited University. Or
  • A Diploma in Architectural or Engineering Technology;
  • Current membership in the Association of Professional Engineers, Geologists, and Geophysicists of Alberta (APEGGA) , or Professional registration with the Association of Architects and Licenced Interior Designers or Certified Engineering or Architectural Technologist;
  • Minimum of 10 years related professional experience;
  • Extensive experience in two or more of the following fields: Architectural design consultants or project management on redevelopment projects or construction management with a general contractor.
  • Extensive knowledge of roofing systems
  • Possession of or accepted status of, the Alberta Roofing Contractors Association Inspector Accreditation or status as a Roofing Consultants Institute Observer or your commitment to obtain that status.
  • Experience with managing projects within occupied facilities and with implementing phased redevelopment strategies.
  • Proven ability to work within a team environment utilizing leadership, strong negotiation, conflict management, and delegation skills;
  • Proficiency with ARCHIBUS, CAD and BIM would be an asset.
