Job Summary

The Manager Remediation, Operating Sites is responsible for managing a portfolio of contaminated operating sites varying in complexity across the CN network. The role ensures the environmental risk associated with site contaminants is minimized, the closure strategy is technically defensible, and optimized to drive down CN’s environmental liability. In addition, the role establishes guidance and procedures on the regulations and a clear consistent approach on excess soil management across the entire CN network to avoid creating long-term liabilities. Moreover, the position supports senior management in the preparation of briefings and presentations that detail corporate initiatives and environmental performance.

Main Responsibilities

  • Lead and implement liability reduction strategies for contaminated operating sites portfolio across the entire CN Network
  • Oversee long-term derailment sites
  • Prioritize site remediation efforts and optimize closure strategy by ensuring proper policies, procedures and terms of references are in place for site assessment and remediation
  • Lead a team of remediation staff and Environmental Consultants to consistently meet productivity, quality, and budget targets
  • Oversee the remediation process on operating sites from initial contact to decision-making and updating systems and records
  • Handle very complex cases or cases involving large remediation budgets
  • Establish procedure and guidance on the regulations and a clear consistent approach on excess soil management across the entire CN network
  • Develop, maintain, and implement environmental strategies and action plans for remediation work on operating sites and excess soil management that drive environmental performance
  • Recommend and execute liability closure based on an assessment of environmental risk
  • Facilitate meetings with regulatory agencies to ensure technical information is easily understood and regulators commit to a clear path forward
  • Negotiate remedial solutions for contaminated soil and ground water, using innovative and emerging remedial treatment technologies as well as traditional systems
  • Ensure all forms of communication remain transparent and collaborative to build strong relationships with regulators and maintain CN’s positive reputation
  • Communicate proactively with municipal governments and other affected parties in an open and transparent manner
  • Handle the development of stakeholder communication strategies for complex projects
  • Handle project constraints and assumptions and maintain projects Key Performance Indicators (KPIs) throughout the project’s lifecycle
  • Communicate environmental performance information and results to Senior Environmental Management as well as various functions and business units
  • Participate in preparation of briefings and presentations that detail corporate initiatives and environmental performance
  • Participate in the career development of peers and remediation staff including providing technical direction, training recommendations, coaching, and mentoring
  • Oversee the accurate management of information in ENFOS

Working Conditions

The role is performed in a combination of office and outdoor environment with various weather conditions with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires occasional travel (up to 30%) within Canada and the United States (U.S.).

Requirements

Experience

Contaminated Sites Assessment

  • Between 7 to 10 years of experience related to contaminated sites assessment, remediation, excess soil, and risk management

o Experience managing multiple contaminated sites or environmental site assessment-related projects

Education/Certification/Designation

  • Bachelor’s Degree in Environmental Engineering, Geoscience, or another relevant environmental discipline

Technical Skills/Knowledge

  • Technical proficiency in site characterization, excess soils management, field procedures, chemistry, remediation cost estimation, risk assessment, data management, or health and safety*
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint)
  • Knowledge of ENFOS*
  • Fluently bilingual, written and verbal (English, French)*
  • Any knowledge for any of the above would be considered as an asset
