JOB DESCRIPTION
Duties:

The Provincial Reliability Coordination Operations department formed in 2019 to establish and
support Reliability Coordination for the province of British Columbia. The team is made up of
seven 24x7 shift staff and three engineering support staff and one compliance lead, reporting to a
dedicated manager within BC Hydro’s Transmission and Distribution System Operations business
group. The Reliability Coordinator has the highest level of authority in the North American Electric
Reliability Corporation (NERC) Functional Model in ensuring reliable operation of the Bulk Electric
System.

This role is primarily focused on conducting operational planning analyses of the bulk electric
system for the next-day time frame, sharing results with other entities and coordination of
operating plans to mitigate any potential or actual adverse system impacts.

The successful candidate will have the following general responsibilities:

  • Develop base-cases for next-day study analyses and real-time assessments

  • Conduct operational planning analyses and communicate the results to impacted entities within
B.C., neighbouring electric systems and other Reliability Coordinators. Additionally, this role
coordinates with other entities in the next-day time frame

  • Provide engineering support for real-time Reliability Coordination staff

  • Provide support for Operator Training.

  • Interface with BC Hydro Operations Planning and external entities (i.e. FortisBC, AESO, CAISO)
to coordinate next-day study analyses and operating plans

  • Interface with internal/external groups to support development/improvement of Reliability

Coordination tools and processes

  • Contribute to reporting and presentations targeted to BC Hydro management and external
stakeholders

  • Represent BC Hydro to influence overall reliable operations of the Western Interconnection
through active participation in a variety of industry initiatives

  • Contribute to the preparation of Disturbance Analysis Reports and presentation of the results

  • Support gathering of compliance evidence and participate in annual certification, self-audits and
regular BCUC sanctioned audits, to ensure on-going compliance with applicable NERC/BCUC
MRS standards.

Qualifications:


  • Bachelor or higher academic degree in electrical power systems engineering from a qualified
university.

  • Registered, or eligible for immediate registration, as a Professional Engineer with the Engineers
and Geoscientists of British Columbia (EGBC).

  • A minimum of 8 years’ experience, working performing specialized electrical power system
studies or direct experience in a Transmission System Operations position.

  • Candidate should have experience performing Power System studies which include Powerflow
Assessments, Contingency Analysis, Transient and Voltage Stability assessments. Work
experience with power application software should include: EMS Advanced Applications
(preferable), Powertech DSA Tools, PSS/E or PowerWorld.

  • The successful candidate shall have a valid B. C. Driver's license.


ADDITIONAL INFORMATION

  • This position is headquartered at our Fraser Valley Office in Langley BC and travel to other BC
Hydro facilities within the province is required.

  • Successful applicants will be offered positions commensurate with their level of experience.
Therefore, applicants with lesser qualifications may be considered and this position may be filled
at a lower level.

  • Note that the following must be maintained in good standing as a condition of continuous
employment:
EGBC: Engineers & GeoScientists BC = In Good Standing
Driver's License Type = Class 5 P.Eng.:
Professional Engineer = In Good Standing

In addition, successful applicants are expected to fulfill the following requirements:
  • Able and willing to work extended hours with occasional on-call requirements.
  • Able and willing to travel to the US.

The following skill sets would be considered assets:
  • Excellent collaboration and leadership skills including confidence in public speaking and

delivering training/presentations.
  • Excellent communication, facilitation, and interpersonal skills.
  • Proven self-starter with the ability to work effectively in a team environment as well as
individually.
  • Excellent computer skills including excel (pivot tables, formulas), powerpoint, ability to write html
code, etc.
  • Strong familiarity with the operating policies and practices of electric companies located in British
Columbia.

Flexible work model role definitions
===========================
Our four role types identify the degree of flexibility an employee could have to work from home
based on the type of work they do. The flexibility for an individual job is up to the manager for
each position and the operational requirements. Employees also have the right to work full-time
from the office if they prefer. All of our roles require at least some in-person time.

IBEW/Field – No option to work from home
Resident – Works primarily (4+ days per week) in the office.
Hybrid – May be able to work from home up to 3 days per week.
Remote – Works from home 4+ days per week
