Our Capital Projects Group is looking for Vice President, Metrolinx Property Acquisitions of Pre-Construction Services (PCS). This role will provide senior strategic leadership and program-wide functional expertise to Capital Projects Group (GO Expansion, Rapid Transit and Subways programs). The Vice President will liaise with top government officials, industry leaders and communities specific to the acquisition and disposition of CRE property acquisition initiatives in accordance with Metrolinx’s corporate real estate strategy.
What will I be doing?
  • Provide strategic leadership and functional expertise to ensure the mandate of Pre-Construction Services (PCS) Property Acquisition business units’ project-based activities are prioritized, aligned, and delivered across delivery portfolios to meet critical CPG project milestones, program and organizational goals and objectives.
  • Provide senior technical expertise, functional leadership and strategic oversight and acts as a technical expert to the Chief Capital Officer and other executives on complex technical concepts and aspects of PCS concerning property acquisition strategies and agreements.
  • Manage a large unit comprised of Directors, Senior Managers and related staff engaged as well as the delivery of contractors/consultants working on the acquisition program in diverse and complex PCS Property Acquisition project and program activities and provide coaching, mentoring and performance management while still ensuring accountability at the senior management levels.
  • Provide senior management and direction to a team of staff and contractors engaged in delivering PCS Property Acquisition functions/projects; deliver timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manage staff and monitor work assignments for adherence to timelines; monitor the achievement of performance objectives; develop and implements action plans to address performance gaps.
  • Provide strategic oversight and leadership in the development and implementation of strategic and operational planning activities related to the Property Acquisition function and related PCS operational planning strategies that effectively and efficiently deliver a consistent approach to the development and delivery of projects and program initiatives that meet Metrolinx program objectives.
  • Lead briefings of senior executive management, senior government and elected officials and provides recommendations on property acquisition strategies, agreements, environmental matters, and utilities related issues. Guide the preparation of detailed reports, proposals, and briefings in response to requests from executives, the Board, stakeholders, as well as emerging legislative and regulatory requirements.
  • Lead and guide team on deal structuring and represents Metrolinx interests in negotiation of large, complex acquisition agreements with senior executives of private sector corporations, landowners, government organizations and communities for large scale property acquisitions which will have a significant economic and social impact on the affected region.
  • Establish and foster key working relationships with internal and external stakeholders (e.g., delivery partners, companies, businesses, members of the public), to work collaboratively in coordinating a consistent approach to interactions and the resolution of issues/conflicts surrounding PCS Property Acquisition project/program initiatives, mitigating risks, costly delays to CPG projects and inconvenience/risks to affected stakeholders.
  • Liaise and work collaboratively with key regulators (relevant ministries and agencies) to ensure compliance with key legislative and regulatory requirements (e.g., Expropriations Act, Environmental Assessment Act) and support the timely delivery of projects.
  • Act as a technical subject matter expert in legal and commercial proceedings such as claims disputes, hearing and related matters to represent the best interests Metrolinx and the Crown and substantiate and defend the position of the Crown.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Business Administration, Economics, Environmental Studies Real Estate discipline, or related discipline or an equivalent combination of education, training and experience deemed equivalent. Masters level degree is an asset.
  • Minimum 15 years’ of progressively responsible senior level leadership 10+ years experience in real estate acquisition and disposition, real estate acquisition strategy development, leading large scale projects/programs with multi-discipline teams, including real estate land acquisition negotiations, and providing leadership/senior management of strategic property acquisitions, contract, utilities and environmental management, as well as third party agreements for complex infrastructure/capital oversight to multi-million dollar acquisition projects, preferably in the transportation/ construction transit industry and/or Canadian public sector.
  • Knowledge of the legislative and regulatory requirements and frameworks governing property acquisition, commercial obligations, environmental requirements, utilities, licenses, permits and associated approvals to provide strategic technical oversight and leadership to the development, implementation and delivery of PCS strategic and operational program and project initiatives.
  • Knowledge of the planning, design, procurement, and construction practices associated with the implementation of complex infrastructure projects, and the relationship between these project requirements and property, utility, environmental and third-party inputs.
  • Knowledge of government functions, including intergovernmental relations with relevant ministries/agencies (e.g., MTO, Ministry of Energy, Ministry of the Environment, Conservation and Parks, Ministry of Natural Resources and Forestry), regulatory and legislative requirements (e.g., Expropriations Act, Environmental Assessment Act, Building Transit Faster Act, etc.) to ensure PCS and CPG compliance with provincial, federal, and municipal standards, best practices, and obligations.
  • Project management principles and best practices, including budget and schedule controls to provide oversight and leadership to cross functional teams and consultants engaged in simultaneous projects (e.g., development, project progress, related staff, project resources) and monitor project activities for adherence to timelines, budget, and project performance objectives.
  • Knowledge of/expertise in large scale acquisition/disposition projects
  • Experience leading acquisition/disposition strategy development for a large division or corporation.
