This is an exciting opportunity to lead and influence the direction of the Planning and Development Services (PDS) Department by preparing and interpreting financial and non-financial information and exercising critical thinking to provide financial recommendations to the department leadership team.

Reporting to the Director of PDS, this position oversees all financial accounting and reporting functions within the PDS Department. The Accountant will develop and monitor department budgets, manage and update complex financial models, and provide timely and accurate financial information to senior staff and Corporate Finance.

Responsibilities:

  • Provide long term financial planning and create the operating and capital budgets for the PDS department

  • Manage the operating and capital budgets, reserves and capital work in progress

  • Review and monitor the department’s financial results in collaboration with department management and staff

  • Manage and complete the update of the Developer Levy Rate Model(s) as part of the annual levy rate update

  • Provide financial advice on business planning and budgeting for the department in collaboration with corporate financial partners

  • Provide advice, guidance, direction and leadership to department staff relating to financial policies, procedures and standards

  • Participate in department and corporate projects and provide financial and subject matter expertise

  • Partner with corporate process owners and department stakeholders to ensure internal controls are in place, documented and are in alignment with corporate control objectives

  • Support the Director of PDS and other department management and staff in achieving the goals of the department and County and addressing other ad hoc requests

Skills and Abilities

  • Knowledge of relevant provincial legislation, public sector accounting standards, municipal policies and procedures

  • Strong interpersonal and relationship management skills, including the ability to interact effectively with various teams and cross-department work groups

  • Excellent communication skills and ability to prepare clear, concise and accurate advice and supporting analysis in written reports and oral presentations

  • Ability to work independently and demonstrate initiative and resourcefulness

  • Effective organizational and time management skills to prioritize and complete work within timelines while ensuring strong attention to detail and accuracy

  • Proficiency with business software, computers and financial information within an integrated ERP system, as well as advanced Microsoft Office skills

Qualifications

  • Post-secondary Degree or Diploma in Business (major in Accounting) with a minimum of 5 years of relevant experience

  • Related experience with complex financial models, budgeting, reporting and financial analysis

  • Municipal experience would be considered an asset

  • Chartered Professional Accounting (CPA) designation enrollment, in progress or obtained is an asset

Equivalencies of education and experience may be considered.
