GENERAL DESCRIPTION:


The Advisor, Emergency Management is responsible for leading and managing resources (budget, equipment, contractors, and materials) for the Emergency Management Program, as well as the day-to-day operations of the Regional Emergency Coordination Centre (RECC), within the approved budget, operating policies, and procedures. Performs duties as it relates to the Emergency Management Program including: RECC; Regional Emergency Management Plan (REMP); maintenance, emergency management training and exercise delivery; hazard-risk-vulnerability assessment (HRVA) with situational awareness and monitoring; and Mobile Command Post readiness. The Advisor also leads the Regional Emergency Services (RES) Drone Program. Primary responsibilities of this position include:


Area management:
Assists the Director, Emergency Management with Emergency Management program service delivery. Provides direct involvement in daily RECC operations, maintenance of the REMP, training and exercise design and delivery, HRVA and situational awareness and monitoring, budgeting, and strategic planning of the overall design and deployment of Emergency Management program initiatives. Is considered the subject matter expert and leader on activation procedures/processes within the RECC operation (standing up). Ensures Emergency Management program is developed according to legislation, industry standards, and best practices.


Leadership:
Takes a lead role in developing and implementing innovative and practical approaches to Emergency Management program initiatives including RECC, REMP maintenance, emergency management training and exercises, HRVA and situational awareness and monitoring, including the drone and mobile command post. Provides the delivery of advice, recommendations, and decision support.


Implementation of Strategies:
Maintains RECC readiness and provides expertise and advice during its activation. Maintains and ensures the REMP meets legislative requirements and industry standards. Identifies, coordinates, ensures up to date training, and educates RECC Agency members, other municipal employees and external stakeholders as required. Ensures the development of exercises that test and evaluate the validity of the REMP, response preparedness and capabilities, and provides recommendations. Maintains regional and community HRVA’s, provides situational awareness and monitoring of hazards, risks, threats, and stressors that may impact the Municipality.


SKILLS REQUIREMENTS:


Candidates need to show evidence of the following:

  • Ability to establish and maintain effective working relationships with managers, employees, and external contacts and interacts in a manner that builds trust, credibility, and rapport.
  • Negotiation, conflict management, communication, interpersonal, investigation, mediation, and analytical skills.
  • High emotional intelligence capacity including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
  • Strong organizational skills, and uses innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • Demonstrated ability to prepare and present reports to the public.
  • Demonstrated financial management and accounting background in a computerized environment.
  • Proven ability to work under own initiative and make sound decisions, sometimes under stressful conditions.
  • Demonstrated ability with a variety of computer software programs and technology (web cameras, conference systems, etc.).


EDUCATION:


  • Degree in Emergency Management, Public Administration, Business Administration, or other related discipline.
  • Certification in Basic Emergency Management (BEM), Incident Command Systems (ICS) 100, 200, and 300, with the ability to obtain level 400 are required.
  • Emergency Operations Centre, Associate Business Continuity Professional (ABCP) through DRI Canada, and Certified or Associate Emergency Manager designation through the International Association of Emergency Managers (IAEM), and project management certification would be considered an asset.
  • A valid drone pilot certificate (Pilot Certificate – Advanced Operations), or the ability to obtain, is an asset.
  • An equivalent combination of education and work experience may be considered.


EXPERIENCE:


  • Five (5) years of related experience working in an emergency services and/or emergency management environment is required.
  • Experience leading or supervising staff and/or volunteers is an asset.
  • Experience working in a public-sector environment with unionized and non-unionized employees is considered an asset.


OTHER REQUIREMENTS:


  • Ability to provide a Criminal Record Check for review and acceptance.
  • A valid Class Five (5) Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Must be willing to work outdoors in all weather conditions.
  • Availability for rotational on-call periods is required.
  • Must be flexible to perform duties after regular hours and on weekends as required.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive. As per Section 2 of the Occupational Health and Safety Act, the incumbent shall ensure, while in the employ of the Regional Municipality of Wood Buffalo, the health and safety of employees, contractors, and the public.


This position is not employed in a direct supervisory capacity. As such, the employee is not required to obtain additional safety training in accordance with municipal procedures and directives.
