About Us


The Treasury Board Secretariat (TBS) Division is accountable for the government’s budgeting, spending and performance management processes. Our main outputs range from preparing the province’s annual budget and quarterly fiscal updates, and producing the executive summary of the Government of Alberta Annual Report, to providing timely, relevant and accurate analysis, advice and recommendations to decision makers (Minister, Treasury Board, Cabinet, Executive Council and other bodies) on spending issues. Within TBS, the Budget Information Systems team coordinates the division’s work leading the appropriations process on behalf of the Minister and provides advice and support to the division on developing and maintaining information management systems used to produce most of its documents and financial analysis.

As a Budget Information Systems Analyst, you will apply your understanding of information systems design and administration to maintain financial information tools in support of the division’s work as the central budget organization. An interest in and familiarity with budget and accounting policy and presentation, legislative requirements and their influence on financial management data structures will be key. Your strong interpersonal and written communication skills will be essential in advising and working with the Treasury Board Secretariat (TBS) division, the division’s partners, other ministries, and the offices of the Legislative Assembly in order to support the minister in leading the government’s appropriations process.


To be successful in this position, you will require a good understanding of public policy objectives, the government's fiscal framework and fiscal plan, and the data structures that underlie both. A solid understanding of basic accounting concepts and government’s fiscal and financial legislation (e.g. Financial Administration Act, Fiscal Planning and Transparency Act, Appropriation acts) is paramount. Familiarity with both the interpretation of legislation and the process of developing and passing new legislation would be an asset. The ability to learn quickly, develop new approaches, and help others adapt to change will help ensure your success.

Qualifications

A university degree in business or a related field (such as Business, Finance or Economics), supplemented by four years of related experience including financial management and reporting, information systems analysis, design and management is required. Experience in legislative research, analysis and design is also required.


Assets include:

  • Advanced Excel skills, including pivot reports and Visual Basic for Applications.
  • Financial management information system development or administration experience, with 1GX, SAP, or other enterprise resource planning tools.
  • Experience dealing with the provincial budget and business planning process or in public administration
  • Experience in interpreting and drafting legislation and working with the policies and procedures of the Legislative Assembly is preferred

We may consider equivalencies on the basis of a related diploma and six years of related experience.

Salary

$3,100.80 to $4,172.77 bi-weekly ($80,910 - $108,909 /year)
