EDUCATION
A secondary school diploma OR an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
EXP1 - Experience with complex* procurement processes including but not limited to developing statements of work (SOW), developing mandatory and technical requirements, negotiation, evaluation of bids, contracts, debriefing.
EXP2 - Experience providing complex* advice and recommendations to clients and/or senior management on procurement policies and processes.
EXP3 - Experience leading team projects and working groups.
EXP4 - Experience with the delivery and management of practices and principles of procurement and contracting services, including client requisitions, sourcing, and procurement planning.

  • Complex is defined as situations where at least two (2) of the following are present: information is vague or incomplete; information is coming from multiple sources; various levels of consultation/validation are required; involves multiple stakeholders; involves supervisor and above; involves external stakeholders such as vendors.

ASSET EDUCATION
AE1 - (SCMP) - Supply Chain Management Diploma OR Certification or working towards designation.
AE2 -Graduation with a degree from a recognized post-secondary institution in Business Administration.

K1 - Knowledge of financial administration and reporting practices.
K2 - Knowledge of the procurement life cycle within the context of Canadian federal government including relevant regulations, policies, directives, and procedures.
K3 - Knowledge of procurement and contracting instruments used by the Canadian public service (such as Standing Offers, Temporary Help Services, Task-Based Informatics Professional Services (TBIPS), Professional Services Online (PS Online), Government Electronic Tendering Services, etc.) or equivalent types of instruments used by provincial or municipal public services or other organizations
K4- Knowledge of working with procurement systems

ABILITIES
