At Sinai Health, we care, create possibilities and offer hope. We are looking for an experienced Coding Lead (CL) to support Performance Measurement and Reporting (PMR).

The Coding Lead (CL) will be responsible for oversight of the day to day activities and overall deliverables of the coding team within the PMR portfolio. Core responsibilities include ensuring hospital data meets data quality and timeline expectations, adherence to Canadian Institute for Health Information (CIHI) and Ministry of Health (MOH) standards and ensures practices accurately reflect the case mix and resource intensity of Sinai’s patient population. This role will work closely with the coding team, PMR colleagues, Health Records Services, Admitting & Clinical Utilization Team at both Sinai Health campuses, Finance and Information Services to support internal and external submissions and reporting requirements. There may be opportunities to work with senior team members and leaders to provide education sessions and guidance to clinical service areas and physicians.

Responsibilities

  • Oversee coding quality, productivity and timelines.
  • Oversee all employee training, performance expectations and maintains guidance documents on all business processes, standards and systems emerging from national, provincial and local coding developments.
  • Working closely with department leadership and colleagues to build upon current work processes and ensure all DAD and NACRS data is reflective of key principles of coding and abstracting, hospital specific standards, and understanding of key principles of funding methodologies (i.e. Health Based Allocation Model – HBAM, Quality Based Procedures - QBPs).
  • Lead the Data Quality and Knowledge Management Framework methodology, best practices, continuous quality improvement (CQI) and process improvement initiatives.
  • Work with Health Information Analysts to expand on data queries and standards for internal validation at targeted check points and identify process changes to improve data quality/integrity at the source.
  • Escalate data quality issues immediately and offer root cause analysis and proposed solutions to the Manager of Coding Abstracting & Analysis and PMR leadership. Identify opportunities for education with coders and analysts as well as clinicians to ensure accurate documentation and abstracting of clinical information as well as reporting standards.
  • Providing health information management expertise in data analysis with a focus on case mix.
  • Manage the in-year data quality review and support the evolution of existing quality assurance (QA) processes to ensure adherence to the internal and external coding standards and updates.
  • Coordinate and work with system vendors and Information Services (IS) as required; support testing and validation of updates to the Winrecs application and process the annual Historical Data Import Utilization (HDIU) Tool.
  • Perform the annual case mix and weighted cases analysis based on annual grouper changes.
  • Enhance the Edit Management Tool (EMT) in Winrecs to support QA processes.
  • Identify opportunities for data elements that may be supported through the batch interface from Cerner or other HIS applications to Winrecs and work with necessary departments and vendors for implementation.
  • Provide coverage for Manager as required.
  • Performs other duties as assigned.
Job Requirements
  • Certified Member in good standing with CHIMA, Canadian Health Information Management Association.
  • Certification with the Ontario Health Information Management Association (OHIMA) an asset.
  • Undergraduate degree in Health Information Management or related field preferred.
  • Minimum of 2 years current/recent experience in acute care health information data analysis and reporting.
  • Demonstrated advanced competency in ICD-10/CCI coding methodology and advanced knowledge of national and provincial case mix grouping methodologies.
  • Working knowledge of DAD, NACRS and OMHRS; NRS and CCRS an asset.
  • Working knowledge of Cerner, Winrecs Coding/Abstracting system; Meditech an asset.
  • Demonstrated intermediate to advance report writing skills (i.e. Crystal, SAS, SQL).
  • Knowledge of Hospital funding models i.e. HBAM, QBPs.
  • Intermediate skills with Microsoft Office Excel, Word, Access, and PowerPoint.
  • Understanding of care delivery operations and business operations; familiar with hospital processes.
  • Understanding of Ontario Hospital Reporting System (OHRS) and MIS Guidelines.
  • Knowledge of utilization management, including evidence based decision-making approaches.
  • Familiarity with Case Costing an asset.
  • Demonstrates facilitation skills; provides expertise to Hospital stakeholders with respect to management of health information, coding standards, data quality initiatives, data retrieval, validation, interpretation and use within the hospital, research and broader system governing agencies.
  • Ability to guide, mentor and train peers in effectively meeting data quality expectations and reporting deliverables.
  • Ability to consolidate information, aggregate findings, share and articulately present among peers, stakeholders and leaders.
  • Proficient and accurate in oral and written communications, including technical writing and documentation.
  • Independent learner who demonstrates initiative with the ability to prioritize and work in a complex, fast-paced and variable environment.
