Main Purpose and Function

The Engineering Assistant III will perform a variety of technical work related to:

Coordination of moderately complex Rezonings, Development and Building Permit Applications and processing of 1 and 2FD applications

Assisting with the review and permitting of remediation construction sites

Paying, invoicing, account monitoring and other general accounting duties in SAP

Supporting Branch priorities such as policy and bylaw changes


Specific Duties and Responsibilities

  • Coordinating Engineering review processes related to moderately complex development sites to ensure a seamless transition into construction, including managing departmental timelines
  • Coordinating Engineering review processes related to 1 and 2FD applications
  • Composing letters and memos summarizing engineering advice on development related applications
  • Reviewing construction drawings, providing comments and coordinating remediation of City roads
  • Establishing and maintaining liaison with a variety of internal and external contacts; providing technical advice directly to developers, architects, engineers, and contractors related to construction management on City property
  • Administering collection and generating release requests for deposits and letters of credit related to Building Permits
  • Preparing and maintaining a variety of reports, records, and correspondence
  • Processing invoices, following up on accounting inquiries, reviews and releases deposits, and updates and reports out to Budgets/Finance the quarterly spreadsheet for all Projects and Development Services sites
  • Managing Street Use Permits and deposits for remediation sites in coordination with Environmental Services
  • Managing the permit review coordination data entry processes including generating reports and statistical information
  • Organizing and attending pre-construction meetings and site visits
  • Coordinating small construction projects including interaction with other City departments, government agencies, the public, contractors, consultants and developers
  • Issuing Street Use permits, managing deposits and providing inspections
  • Performing and coordinating Engineering’s technical review and approval of excavation and shoring drawings and moderately complex permits: Street Use Permits, Street Occupancy Permits, and Temporary Special Zones including major road closures i.e. crane lifts, concrete pours, etc.
  • Providing technical support related to section priorities including policy and bylaw development, process review and improvement within the branch
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Completion of Grade 12 supplemented by related technical courses or an equivalent combination of education and experience
  • Experience interpreting and checking engineering and architectural plans

Knowledge, Skills and Abilities:

  • Knowledge of municipal operations and permit processes
  • Knowledge of electronic filing and permitting systems, such as Van DOCS, AMANDA, and PRISM, POSSE
  • Working knowledge of Word, Excel, PowerPoint, Outlook
  • SAP experience is desirable
  • Ability to establish and maintain effective working relationships with other staff, owners, architects, engineers, contractors, and members of the public
  • Knowledge of relevant engineering practices, methods, and techniques, by-laws, codes, acts, and regulations governing the work
  • Ability to read and interpret engineering drawings
  • Ability to interpret technical data related to work
  • Ability to perform moderately complex technical work with tight timelines and multiple priorities
  • Excellent verbal and written communication skills
  • Excellent organization and record keeping

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.


The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
