About Us


The Alberta Public Service (APS) is taking a One Finance approach for financial services delivery. This includes how finance delivers and supports strategic decision-making in order to support effective and informed policy and program decisions. With tight integration between financial service delivery and the implementation of enabling technologies, it is essential that Treasury Board and Finance and the entire Finance Community review and modernize finance’s service delivery model in order to provide required strategic and operational supports and be responsive to business partner expectations.



This competition may be used to fill the current and future vacancies across government.

Role

The Executive Director, Financial Services will report to the Assistant Deputy Minister/Senior Financial Officer of the Ministry and will provide strategic leadership and direction to support the Alberta Public Service “One Finance” approach. As the successful candidate, you will build strong relationships with ministry business partners, senior ministry representatives, other ministries and other jurisdictions. You will work collaboratively with other Executive Directors within the finance community and lead a team of management and professional staff.


As Executive Director, you will lead the day-to-day planning and implementation of all ministry- specific fiscal management activities including budgeting, planning, reporting, accounting, governance, compliance and internal controls. As a leader in financial services, you will work proactively with the division leaders and program areas to provide strong financial advice and solutions based on technical knowledge, sound data, and effective analysis to support the government’s financial strategy and ministry mandate. Your implementation and innovative processes will enable you to deliver a suite of financial services within the ministry.



The Executive Director, Financial Services, Seniors, Community and Social Services will focus more on financial planning while the ED, Financial Services, Children’s Services will focus more on operations and reporting. Both ministries have significant budgets (up to $5B).

Qualifications

Your background will include significant related senior financial management experience in planning, reporting and control functions in a large, complex organization. Your solid financial acumen will enable you to leverage effective financial analysis. You have significant experience managing complex budget issues and providing advice to executive leadership. You have demonstrated capacity to influence critical decisions. You have distinguished yourself as a strategic leader with a reputation for empowering, mentoring, and developing capacity within your teams. Your proven leadership to inspire teams to achieve success is essential.



Exceptional collaboration skills and a systems approach are essential for delivering results on ministry priorities. Communication and change management skills as well as the ability to develop and maintain effective stakeholder relationships will be key in balancing varying perspectives in a highly complex and changing business environment.



Post-secondary education in a related field is required. A recognized accounting designation is an asset.

Salary

$4,861.49 - $6388.91 Bi-weekly ($126,885 - $166,751 yearly)
