Position Description:

Serco is seeking a Finance Manager with program financial management skills to lead a team of financial analysts in Toronto, Canada. Must be willing to commute to the office 2-3 times a month. This role calls for a well-rounded performer who thrives in a fast-paced, demanding environment. The Manager of Business Finance is responsible for the management of finance employees involved in program financial management and analysis, monthly and quarterly accounting close processes, and process improvement.


In this role you will:

  • Be responsible for providing business guidance to Operational Leaders to achieve financial and operational goals, as well as recommending actions to improve progress and performance.
  • Be responsible for oversight of all aspects of operational finance for their supported program(s).
  • Be responsible for providing lead level financial support to a Business Segment of Program Managers in the preparation and analysis of complex project financial data and business-related tasks.
  • Lead month-end financial close to include revenue recognition, cost accruals, and inventory reconciliation.
  • Support accounts receivable as required during the billing processing.
  • Monitor billing status and unbilled issues, working with Finance, Contracts, Accounting, and PMO to resolve issues in a timely manner.
  • Provide pricing strategy and cost volume support/development for new business opportunities in Business Segment.
  • Partner with program manager(s) to develop and support monthly and annual program financial forecast.
  • Prepare financial presentations and reports in a professional organized manner.
  • Liaison between operations and other administrative support organizations on financial issues.
  • Interface with subcontractors, vendors, and customers as required.
  • Provide cost, schedule and funding planning, reporting, monitoring and analysis support to Program Managers including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and development of time-phased budgets and schedules.
  • Prepare program financial Estimates at Complete (EAC) and meet deadlines for submission requirements.
  • Ensure program revenue and profit is recorded in compliance with the EAC.
  • Identify project risks and opportunities and provide analytical contribution in working resolution with PM, Contracts, Procurement and Finance/Accounting.
  • Be responsible for the management of the finance employees involved in program control and analysis.
  • Be responsible for the employment, training, motivation and discipline of assigned employees.
  • Direct, implement, and administer formal aspects of financial management for their team in accordance with generally accepted accounting principles, corporate policies, and government regulations.
Qualifications:

To be successful in this role, you will have:

  • Canadian Citizenship or Permanent Residency in Canada
  • BA/BS in Finance, Accounting, Business, Economics, or equivalent
  • 6+ years of relevant experience
  • 3 or more years of experience leading and developing a team of 2 or more with potential to grow
  • Certified Public Accountant (CPA) or working toward
  • Must have experience in a accounting system such as Deltek Costpoint, Oracle EPM, or a similar system
  • Must have experience with Financial planning & analysis:
    • Budgeting
    • Forecasting
    • Cash Flow
    • Working Capital
    • Variance analysis
  • Must have experience with Financial reporting:
    • Financial Statements
    • Scorecards
    • Dashboards
    • Board Packages
    • MD&A
  • Demonstrated ability to communicate effectively and collaborate in a team environment with a focus on high professional standards, strong follow-up, and successful project execution
  • Advanced Proficiency in MS Excel required
  • Travel up to 10%

Additional desired experience and skills:

  • Strong management and finance control background with experience in government contracting desired
