Responsibilities


PRIMARY PURPOSE


Provides coordination and confidential administrative support to the Labour Relations department and its various programs, processes, and initiatives.


KEY ACCOUNTABILITIES


Coordinates grievance, appeal, and expedited arbitration processes. Contacts witnesses and legal counsel, coordinates and sequences the arrangement of investigative and disciplinary meetings; monitors grievance time-lines; attends grievance and other LR meetings to record notes, and subsequently follows-up on action items.


Creates and maintains highly confidential grievance, investigation and arbitration files, and coordinates document tracking and control throughout conflict resolution processes, including the secure exchange of files and information between the Labour Relations department and external legal counsel.


Conducts research to retrieve archived documents, files, and related evidence on historical grievances, arbitrations and other labour relations matters. Also conducts initial research on emerging labour relations issues to extract and compile information and materials in preparation for formal processes.


Supports collective bargaining process by coordinating arrangements for bargaining facility, scheduling bargaining dates, maintaining lists of negotiation items and their status, and coordinating, formatting and preparing the Collective Agreement for production.


Liaises with internal and external stakeholders and resources to coordinate bargaining unit status changes, seniority draws and union book offs, track disciplinary letters for removal from personnel files, arrange employee & family assistance counselling, coordinate respectful workplace investigations.


Applies knowledge of policies and collective agreement provisions in responding to management and staff queries, referring the more complex or unresolved matters to the Manager or Advisor. Also liaises and exchanges factual information with external parties, including union executive, and other resources in the performance of the work.


Assists with preparation of the labour relations budget, monitors expenditures, prepares requisitions, and liaises with procurement function to establish contracts for external counsel.


Provides general administrative support such as reviewing and prioritizing mail, preparing correspondence, bulletins, reports, spreadsheets and presentations, and coordinating calendar for the Manager.


Assists with the implementation of new Labour Relations initiatives, programs and projects, which includes coordinating meetings, issuing information, and arranging training or information sessions.

Qualifications


EDUCATION AND EXPERIENCE:


The requirements for this position would typically be acquired through completion of a Human Resource Management program, plus 2 years’ experience in human resources. Experience in a unionized environment is preferred but not essential.


OTHER REQUIREMENTS:


Basic knowledge of the principles of human resources and labour relations


Solid knowledge of the relevant policies and provisions of the collective agreement


Solid interpersonal and communication skills to explain policies and collective agreement provisions to others, and to exchange related information


Solid organizational skills to coordinate a diverse range of processes and program-related activities


Basic analytical skills to accurately apply policies, procedures and collective agreement


Solid knowledge of standard office tools including word processing, presentation and spreadsheet applications, and experience in the relevant HR information system

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay


Salary $60,825 - $76,032 per annum (Actual salary offered will be commensurate with education, experience and internal parity)
