Currently, the City of Belleville has an exciting opportunity for a highly motivated and dynamic individual to join the Transportation and Operations Department in the Parks Division as a Lead Hand.

PURPOSE AND SCOPE:

The Lead Hand provides exceptional customer service to both internal and external customers, assists with the organization and delivery of services to special events, and park rentals, follows up on complaints and inquiries from event organizers and the general public, Inspects, documents and maintains children’s playground equipment and facilities; inspects, documents and maintains splash pads; maintains park infrastructure including trails, electrical installations, parking lots, park lights and fencing. Assists in orientation and equipment training of staff; orders materials and maintains stock as requested, provides direction to contractors and assigned staff, performs summer and winter maintenance operations.

DUTIES AND RESPONSIBILITIES:

  • Deliver exceptional customer service and maintain a high level of communication when dealing with members of the public, special event organizers. Meet directly with various individuals or groups in order to understand service requirements or field set-up requirements.
  • Responds to inquiries from and/or liaises with volunteers and user groups, maintaining an effective and co-operative attitude, communicates in a courteous, friendly manner promoting respect for others.
  • Troubleshoots problems, suggests and takes corrective action coordinating with management to address any concerns.
  • Assist with employee orientation, safety and equipment training.
  • Performs inspections of parks and facilities, worksites and equipment, and maintains accurate logs.
  • Provides instruction to staff and contractors, evaluates quality of work performed; takes action to maintain standards.
  • Advises Management of unsafe sites or working conditions; react to conditions and takes appropriate action to correct the situation.
  • Coordinates the purchasing of materials , supplies, services and equipment following department and municipal purchasing policies.
  • Tracks expenditures on specific projects and events as requested.
  • Perform the following work, including but not limited to:
    • Special event and parks rental site service set up, servicing and takedown
    • Civic Christmas Display, set-up, maintenance, takedown and storage
    • The installation and Maintenance of Park Infrastructure and Services
    • Inspection, and monitoring of parks: splash pads playgrounds
    • Sanitation (washrooms, garbage and recycling)
    • Daily building maintenance
    • Fencing repairs and maintenance
    • Signage inspections, installation, replacement
    • Trails
    • Parking lots
    • Winter snow and ice control
    • Ice Rink Program
  • Operates all types of equipment, including but not limited to aerial lifting devices, bucket trucks, trucks, trailers, tractors and implements, chainsaws, weed trimmers, loaders, small tools, vacuums, skill saws,.
  • Operates city vehicles and other municipal equipment according to applicable legislation, policies and procedures in a safe and conscientious manner, including performing all required pre-use inspections (circle checks).
  • Completes all required reports, daily records and documentation such as injury reports, accident and incident reports, in a detailed fashion as necessary. Records, documents and reports any issues to Management.
  • Other duties as assigned

EDUCATION / SPECIALIZED TRAINING / SKILLS:

Essential (minimum) Qualifications:

  • A community college diploma, in Parks, Horticulture, construction, business or related field
  • Minimum class “D” Driver’s License, A class “D” drivers license (Class A & Z endorsements are considered an asset) in good standing and reliable and a clean driver’s abstract.
  • Excellent interpersonal skills, communication, problem-solving, and staff leadership skills.
  • Knowledge and understanding of the Occupational Health and Safety Act
  • (OSHA), Traffic Safety Act and the pertinent regulations
  • Knowledge and understanding of the Workplace Hazardous Materials Information System (WHMIS)
  • Proficiency in computer use and operation (word processing, databases, spread sheets)
  • Availability to attend meetings or other events, if necessary.
  • Ability to work all shifts according to the CUPE Collective Agreement

WORK EXPERIENCE:

Essential (minimum) Qualifications:

  • Minimum of three years’ experience in Parks Operations, construction, business or similar environment.
