JOB SUMMARY

MOH Business and Development Support Services manages and integrates the delivery of corporate services functions (HR, Legal, Finance, and Privacy) to OPH, leads the establishment and implementation of financial and business practices and decision making tools for departmental priorities and programs, conducts business planning for the department, identifies and resolves high priority issues, designs and oversees complex department-wide projects, and provides strategic advice to the Board of Health, Medical Officer of Health and leadership team on a wide variety of departmental priorities, issues management techniques, and governance recommendations.

You lead the business strategic planning for the department, identify and resolve significant high priority and sensitive departmental issues, design and oversee complex sensitive departmental wide projects, and provide strategic advice to the Medical Officer of Health and Departmental Leadership Team on a wide variety of departmental priorities, issues management and governance to ensure that the MOH achieves departmental outcomes.

Corporate services include:

  • Communications and issues management for the Medical Officer of Health
  • Finance support in collaboration with Corpoate Finance Services including: budget development (both operating and capital), provincial capital fundingrequests, and financial reporting requirements (Board of Health, Ministry, other Health Units, etc.)
  • Human Resources support in collaboraton with Corporate HR Services including: recruitment and outreach strategies focussed on attracting a diverse workforce and leadership team; promoting a healthy, respectful and safe work environment; fostering continuous professional development through learning and development programs and succession management initiatives; and promoting recognition and celebration of employee contributions in the department
  • Leading the coordination of student services leveraging partnerships with local institutions to attract future employees and support the ongoing development of new health professions, and engaging with the community through volunteer opportunities that foster ongoing involvement and support within neighbourhoods. Coordination and completion of Access to Information and Privacy (ATIP) requests, consulting with ATIP Office and ensuring adherance to legislated obligations and timelines in compliance with statutory requirements.

  • Planning, implementing and supporting phases of contract management, developing and managing legal agreements, in collaboration with Legal Services and Purchasing.
  • Ensuring compliance with corporate policies and procedures as well as legislated requirements as they relate to corporate services such as purchasing and financial policy, and Collective Agreements, etc.).
  • Business analysis, policies development and process improvement.
  • MOH support, including representing the MOH in the interface with the Board of Health and Ministry and Long-Term Care on financial and other accountability functions.

You are also accountable for providing leadership and strategic direction to the Board of Health, departmental management team and Branch on innovative and cost-effective corporate services and Medical Officer of Health support, as well as advancing recommendations and implemenation strategies on tactical financial and human resources management and planning options.

Through sound corporate stewardship, reporting and effective interpersonal relationships, you manage and integrate the delivery of corporate services functions including: HR, Legal, Finance, and Privacy, etc., to OPH, and lead the establishment and implementation of financial and business practices and decision making tools for departmental priorities and programs, which align to the Board of Health vision, goals, and strategic planning initiatives, as well as expectations from the Ministry of Health and Long-Term Care.

You are also responsible for managing the financial and human resources of the unit, including contracted services.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in commerce, human resources, business administration, public administration or other related field

Minimum of 7 years of related experience in the delivery of corporate or business services with an emphasis on finance or human resources, including a minimum of 5 years in the management of human and financial resources

  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
