RESPONSIBILITIES

PRIMARY PURPOSE:

  • Since its opening day back in 1985, The BCRTC’s Power Systems Department has played a crucial role in the maintenance of SkyTrain’s power systems. The Power Systems department is responsible for maintaining the complex electrical network supplying infrastructure as well as propulsion power to trains.
  • Through a 24/7 coverage model, BCRTC operates twenty-nine 12.5/25K kVA substations to convert, regulate, and deliver AC and DC power throughout the SkyTrain system. This also includes all activities to operate, maintain, test and commission power infrastructure such as RTUs, DC tripping supply battery chargers, blue light system, AC high voltage lineup, transformer rectifier DC lineup, grounding panel, AARU, AC/DC protection relays, auxiliary power transformers, station transformers and substation ventilation fans.
  • The Power System Manager ensures that maintenance programs and activities for power system assets with BCRTC accountability support the highest level of safety, efficiency, and reliability for the SkyTrain system.

KEY ACCOUNTABILITIES:

  • Provide area-specific input to overall maintenance strategic planning. Develops operating plans and tactics to support achievement of department strategies. Reviews and signs off the annual maintenance plan (AMP) based on the regulatory, manufacture and BCRTC standards. Develops departmental operating budgets and delivers the approved budgets to ensure the annual maintenance plan is cost effective, consistent and well communicated to the related stakeholders. Participates in the 5-year AMP planning forecast.
  • As asset stewards, maintains and executes the approved AMP of all assets in accordance to BCRTC engineering approved standards, specifications and procedures as prescribed by the asset owner. Manages asset maintenance activities in support of the operational requirements and demands as per operational service plan.
  • Provides operational leadership to the designated maintenance department. Prioritizes and manages various maintenance activities according to staffing level, resources, inventory and budgets, covering preventive maintenance, corrective repairs, service effecting failures, safety hazard failures and supports capital projects. Forecasts, schedules and executes the Preventative Maintenance planned inspections as per engineering prescriptions. Develops and monitors quality workmanship and product sample audits to ensure a high-level work standard is maintained and achieves a state of good repair of the asset.
  • Accountable for the safety of the assets. Manages the compliance with all regulatory requirements including BCRTC SMS, and ensures all work task activities are accompanied with JHAs (job hazard analysis).
  • Oversees departmental performance. Establishes performance matrix and key performance indicators of the maintenance department to measure business performance and identify gaps. Manages and improves the departmental performance through reporting supervisors. Monitors and reviews department performance to the planned targets and objectives. Reports the department performance to the senior management and executive team.
  • Develops and implements practices, methods and techniques. Establishes departmental policies, procedures and SOPs. Fosters continuous improvements growth and innovation by identifying, developing and implementing changes that uphold safety and assets reliability.
  • Provides senior level subject matter expertise on capital projects related to assets, including but not limited to design, development and construction.
  • Manages associated contracted services provided by external sources as required. Develops and maintains close working relationship with external stakeholders including regulatory bodies and service providers.
  • Manages staff including their selection, motivation, performance management, training and development. Participates in the collective bargaining and grievance processes when applicable.

QUALIFICATIONS

EDUCATION AND EXPERIENCE:

The competencies of this position would be acquired through completion of Diploma or Degree in Engineering, plus eight years of maintenance management experience in a large, unionized organization. Experience in transportation, large infrastructure or rail industry is preferred.

OTHER REQUIREMENTS:

  • Advanced knowledge of the concepts, principles, practices and techniques pertaining to maintenance for power systems within the transit industry.
  • Advanced planning and organizational skills to develop strategies and plans, with particular emphasis on operational and resource planning to optimize service and control cost.
  • Solid knowledge on safety and workplace compliance regulations and legislations. FSR Certification Level 'A' would be considered an asset.
  • Solid interpersonal skills to provide expertise and advice to BCRTC Senior management and to represent BCRTC on internal/external committees and stakeholder meetings.
  • Solid knowledge of emergency response planning and services.
  • Solid computer skills in standard office suites and web-based systems.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

WORK SCHEDULE:

40 hours per week.

RATE OF PAY:

Salary: $111,820 - $139,776 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
