The Business Technology and Services Branch is seeking a highly motivated, innovative, and strategic professional for the Manager, Project Management Office position. Reporting to the Director, Business Solutions, this position addresses the project management needs within the Ministry by providing direct project management support on large scale business technology projects and solutions and/or by increasing the project management capacity and systems within the Ministry.

Key Responsibilities:

  • Manages the IT portfolio of projects, develops, and sustains the ministry-wide project management framework and capability, and ensures the projects adhere to standards, policies, and processes at the Ministry.
  • Ensures that IT projects across ministry are executed effectively and efficiently with a consistent approach.
  • Leads a team of senior staff and consultant Project Managers, improves the delivery of projects by applying project management best practices, providing leadership and coaching to team members and supporting their ongoing development.
  • Leads the planning and implementation of various sized technology-related projects and service requests, which may involve developing business cases and project plans, determining resource and cost estimates, managing requirements and scope, facilitating testing efforts, and monitoring and reporting on project progress.
  • Provides day-to-day coaching, advice, and proactive analysis to ensure the PMO project portfolio is successfully delivered within approved time frames, budget, scope and quality.
  • Provides project management expertise to senior managers and Energy and Resources staff in the areas of project planning, risk management, communications, financial management, time management and stakeholder consultations.
  • Establishes, maintains, and governs project management methodology and project templates.
  • Oversees adherence to project management methodology, standards, and appropriate completion and control of documentation and deliverables.
  • Oversees the development of, and provides, accurate and timely ongoing project and portfolio level reporting for the organization.
  • Establishes a framework to maintain alignment with executive governance committee portfolio processes and reporting; and
  • Ensures effective governance of projects and management of risks, with overall responsibility for the successful delivery of IT initiatives and projects by driving continuous improvement in the project management practice.

The candidate will bring:

  • stakeholder management and change management experience in a dynamic organization, dealing with multiple stakeholders in a complex project environment to deliver projects and institutionalize project management best practices.
  • strong applied knowledge of project management and organizational change management as they relate to business technology development and implementation.
  • business management skills such as contract and budget management as well as negotiation skills.
  • experience leading and coaching project managers responsible for large transformational projects as well as multiple projects simultaneously.
  • strong interpersonal, verbal and written communication skills with a professional attitude and the ability to handle sensitive issues and information tactfully and diplomatically.
  • ability to handle multiple projects and prioritize competing demands in a dynamic, complex, and fast-paced environment.
  • ability to facilitate discussions, lead cross-team collaboration, and perform conflict resolution.
  • expertise in communications, consensus-building and team-building to develop effective collaborative relationships between divisions, ministries, jurisdictions, and stakeholder groups on major issues to develop sound analysis and advance recommendations; and
  • leadership to effectively build and foster relationships with ministry staff, team members, other government ministries, external stakeholders, and service providers.

Typically, the knowledge and skills required for this position would be attained through the completion of an undergraduate degree in commerce, business administration or computer science, supplemented by a PMP designation and several years of experience in managing projects. Certifications in change management, business analysis, and IT service management (e.g., PROCI, CBAP, and/or ITIL) is preferred. An acceptable combination of education and experience may be considered.
