The Calgary West Central Primary Care Network (CWC PCN) is seeking a Measurement Analyst (MA) experienced with Tableau to support and assist the Measurement, Improvement, and Evaluation team with accountability, measurement, and reporting. Additionally, the MA is responsible for assisting with the design and implementation of measurement and evaluation strategies to assess the impact of initiatives and services across the organization.

The MA assists with the implementation and reporting of key performance indicators outlined in the CWC PCN’s Performance Measurement Framework. In addition, the MA will support management with utilization measurement, analysis, and visualization of information that helps each manager monitor their workload. While the complexity and duration of projects will vary, the MA may be involved in a number of projects at one time.

This is a full-time, temporary (one-year) contract. The successful candidate can be located anywhere in the Calgary region or surrounding area (e.g., Cochrane, Canmore, Airdrie). This is a work-from-home position that will allow for independent work as well as collaboration with a supportive team.

Responsibilities

Data governance

  • Develop and implement data governance processes for all operational data (e.g., organization, documentation of processes, data dictionaries, etc.).
  • Monitor data quality and provide hands-on support to teams to resolve identified or emerging operational data quality issues.
  • Adhere to ethical data-management practices.
  • Ensure accreditation requirements are implemented.

Reporting

  • Develop and implement operational reporting based on the Performance Measurement Framework.
  • Responsible for timely operational reporting.
  • Responsible for working with managers to develop dashboard reports that support managers to monitor workload of staff.
  • Responsible for working with managers across the organization to develop dashboard reports for strategic programs and services.
  • Assist with the development of a standard set of reporting dashboards that can be used by managers and leadership to monitor progress toward strategic goals.
  • Responsible for development, implementation, and management of operational data collection to support the collection of information for the Performance Measurement Framework.
  • Support the Patient Medical Home department with periodic reporting.

Team

  • Collaborate with team members to build cross-functional capacity across the team (share learning).
  • Assist with the collection and analysis of quantitative and qualitative data (e.g., patient experience, program evaluation, etc.) as needed by the organization.
  • Collaborate with team members to implement standards for data management and documentation.
  • Adhere to data-quality processes and collaborate with team members to ensure standard processes are followed.
  • Use data and evidence-informed practices in all areas of work.

Qualifications

Education: A master’s degree in epidemiology, biostatistics, health informatics, public health, psychology, or a comparable discipline with a strong complement of quantitative data analysis training is required. Equivalencies of education may be considered.

Experience: A minimum of two (2) years’ experience working with healthcare data is required. Experience with operational data and performance measurement frameworks is required. Familiarity with large health databases is required. Equivalencies of experience may be considered.

Functional knowledge: Knowledge of, and experience in, the field of primary health care or other areas within health that directly interface with primary health care.

Technical skills: Experience using Tableau or other data visualization programs, along with statistical software. Experience with Microsoft Office.

Background check: A clear Criminal Background check is required to start.

Vaccination: This role requires the incumbent to be fully vaccinated against COVID-19 (i.e., have received all doses that are recommended by Health Canada) and must be able to provide proof of vaccination.
