Location: This is a remote working position and can be located anywhere in Nova Scotia. The successful candidate will be required to travel to the Halifax office for training and meeting purposes.

Job Summary:

The Manager Payroll Employee Services leads the team of Employee Payroll Verification Coordinators, Employee Payroll specialists and Employee Payroll Representatives to ensure that the team meets its objectives. The Manager directs the employee service workflow to meet tight payroll deadlines and processing of payroll earnings to the employees and government agencies as well as ensuring the information entered and held within the Payroll module is in accordance with VON HR Policies, Payroll Policies and VON programs. The Manager also leads HRIS related business user testing for legislative and collective agreement changes, configuration and enhancement projects to meet the requirements, needs, and demands of the business operations.

Key Responsibilities:

  • Develops goals, objectives, plans, programs and monitors progress for Employee Payroll Service Center in accordance with corporate strategic initiatives and business goals to support Operational objects.
  • Plans, directs, organizes and evaluates the overall activities of Employee Payroll Service Center and has overall accountability for the successful operation of assigned areas by monitoring the daily performance and work flow of the team to ensure all employees are paid correctly.
  • Oversees Employee Payroll Service Centre teams, managing and supervising direct reports, including interviewing, hiring, motivating employees, planning, assigning and directing work and conflict resolution. Provides coaching, training and mentoring to the teams and completes annual performance development reviews, attendance management, and disciplinary management.
  • Possesses comprehensive knowledge of VON payroll systems and processes including complete life cycle of the employee which includes compensation, benefits and pension.
  • Audits the processes and control points to ensure the integrity of the system of record and information flow to the reporting earnings of an employee to the Canada Revenue Agency.
  • Responds to employee payroll, operation and finance inquires, provides utmost customer service to resolve the issues regarding the employee life cycle, payroll inquires, benefit in lieu inquires. Provides detail findings, analytics and resolutions of payroll information or life cycles event information pertaining to the employees profile in the HRIS system of record.
  • Liaisons with Finance management teams and operational teams to improve processes and to optimize the system of record engaging the Lean team to assist in working groups to improve the processes and policies surrounding the employee’s total compensation.
  • Identifies opportunities for improvements of systems to increase effectiveness and efficiencies, taking in account of team effort and compliment of staff required to for fill the tasks at hand making hard judgement decisions.
  • Manages the changes to system configurations and internal processes resulting from operational and corporate services enhancements and ratification of collective agreements. Performs analysis to assist with identifying system issues and documents additional factors such as training, system gaps and date updates required once changes have been implemented, provide communication to the stakeholders.
  • Evaluates efforts from cross functional groups and provides clarification related to business requirements during the implementation stage of a new program within operations working closely with the respective RED (Regional Executive Director).
  • Maintains a thorough understanding and current knowledge of HR Policies, Procedures, Terms and Conditions of Employment, Collective Agreements and generally accepted accounting principles (GAAP) in order to effectively evaluate as-is to the to-be processes for the employee service centre team.
  • Delivers training material and associated documentation to support all end users of the system of record.
  • Performs in-depth analysis and subsequent changes to master data to ensure expected results in the production environment involving areas such as Quota Entitlements, time balance and conversion data. Works closely with Operations to identify root cause and develop long term solutions to solve issues impacting specific groups of employees. Documents proposals and processes involved and collaborates with Senior Management to determine implementation strategies.
  • Troubleshoots errors in data processing and pay results in HRIS Module (Security, OM, HR, TM and PY) and determines the source of all errors.
  • Ensures the complete year end processing by reporting T4’s and T2200 to employees and to the federal government, working alongside IT and other business units to meet the demands and requirements that must be meet at year end to avoid fines.
  • Partners with the Senior Director Payroll Employee Services in special projects throughout the year.
  • Provides leadership on various projects representing the Payroll Services Centre, providing expertise and excellent customer service.
  • Engages in operational projects to meet the strategic direction of VON.
  • Special projects as assigned by management.

  • Provides leadership in navigating the requirements and complexities of unionized and nonunionized environments.
  • Coaches, advises, motivates, and provides leadership to staff; creates a positive workplace for staff.
  • Promotes the Lean team management approach to ensure a common paradigm of management and discipline of management practices.
  • Ensures there are mechanisms for all staff to come together to hear of organizational news and to provide feedback on what is working and what is not working.
  • Ensures all Districts have a plan to complete performance development and learning plans with all staff.
  • Promotes common approaches to orientation, learning, motivating, recognizing and supporting staff when achieving organizational goals; such as meeting or exceeding KPIs, meeting or exceeding milestones.
  • Provides leadership and commitment to building client and family engagement and following accreditation Canada Standards.
  • Provides leadership in the promotion of a safe and healthy workplace ensuring workplace conduct and activities are in accordance with the provincial Occupational Health and Safety Act and Regulations, that KPIs related to safety are regularly reviewed by management, that appropriate investigations occur when needed, and plans to address issues are created and acted upon.
  • Compliant with the VON Safety Management System, including all Safe Work Practices and Procedures.

External and Internal Relationships:

  • Establishes and builds relationships with Operational management teams.
  • Establishes and builds relationships with payroll vendors and government agencies.

Education, Designations and Experience:

  • Degree or diploma in Human Resources Management or a related field.
  • A minimum of 5 years of related experience providing payroll services in an automated environment, along with highly unionized environment and non-union environment including a minimum 3 year’s managerial experience where there is requirement to meet tight timelines.
  • Strong customer service orientation track record of exceptional service delivery.
  • Business process improvement experience.
  • Sound knowledge of payroll business processes, human resources management and year end procedures.
  • Knowledge of provincial and federal legislation that relates to payroll.
  • Strong knowledge of SAP payroll module or other HRIS payroll systems.
  • Experience in complex data analysis, reporting and communications.
  • Membership with the Canadian Payroll Association (CPA) an asset.
