Reports to Manager, Asset Management, Planning & Connections and is responsible for managing Elexicon Energy’s short-, medium-, and long-term plans for the distribution system with a focus on customer impact, system supply adequacy, system security, reliability, and safety. The Supervisor is also responsible for all Distribution and Transmission Station capital projects, reliability analysis, smart grid and distributed energy resource projects, and all technical standards for the distribution system assets and equipment. The supervisor may be required to review and approve engineering documents and equipment for Elexicon to meet the O. Reg. 22/04 requirements.

DUTIES & RESPONSIBILITIES

  • Review and approve power system load flow studies on CYME software, perform short circuit, and protection coordination studies. Accordingly, approve a plan for system expansions to reflect main feeder, substation, and supply point adequacy.
  • Review and approve standards and specifications, performing engineering analyses, and determining solutions affecting the electric distribution system to properly serve new loads.
  • Approve major equipment, materials and drawings to be used in Elexicon Energy’s distribution system for construction purposes based on type test reports, and technical standards.
  • Review and approve technical processes and equipment failures, and prepare reports recommending corrective actions on failure/incident.
  • Review and approve load forecasting studies, distributed energy resources (DER) connections impact assessments (CIA).
  • Provide support in development of 5 year Distribution System Plan (DSP) and associated regulatory submissions such as ICM, interrogatory responses, etc.
  • Provide support in the development and monitoring of the Capital Investment Plan and Capital Budget, including but not limited to project prioritization and planning workflows, business cases, scopes etc.
  • Contributes to station design, reliability analysis, smart grid and distributed energy resources projects, and all technical standards for the distribution system assets and equipment.
  • Develop and apply exception reporting to enable identification and management of forecast accuracy impacts and month-to-month forecast changes.
  • Use multiple tools and data sources to provide analytical support to Manager, Asset Management, Planning & Connections, as required.
  • Provide and support the implementation of business solutions by building relationships and partnerships with key internal and external stakeholders.
  • Ensure compliance with CSA, ESA, and Ontario electrical distribution safety regulation 22/04.
  • Actively participates in fostering creativity and innovation and actively looks for new ideas to improve the operation of the unit.
  • Provide clear understanding to workers of their performance and communicates regularly.
  • Supports Manager by using sound critical thinking and possesses demonstrated experience in building and executing strategies.
  • Liaise with Hydro One and IESO in development of the Regional Plans and Infrastructure Plans
  • Monitor and report on Elexicon’s distribution system performance (reliability) and capacity, identify constraints and develop short and long-term mitigation plans.

Process Improvement

  • Monitor, oversee, and be responsible for ensuring that the project job planning and work flow processes follow policies and procedures. Adjust as necessary.
  • Initiate, develop, prepare and present for approval work plans, programs, initiatives, policies and procedures for the Department, and make recommendations on other policies and procedures when requested or appropriate to ensure a well planned, effective, and reliable System and maintain a continuous improvement philosophy.

Financial

  • Prepare and submit annual budgets for the Department. Monitor, review and report on expenditures through periodic financial forecasting documents for the Department.
  • Monitor, control, and approve Department labour, expenditures and work activities within the framework of approved budgets and guidelines.
  • Develop and prepare capital program budget in coordination with other departments. Monitor, review and report on expenditures through periodic financial forecasting documents for this activity.
  • Report verbally and in writing both on a regular and ad-hoc basis on the Department activities and performance as requested.

Corporate, Customer and Workplace Relations

  • Liaise with the Department Manager and with other managers, supervisors, and staff in areas of policy implementation. Review and make recommendations where appropriate.
  • Respond promptly and effectively to all external and corporate inquiries on project status and requests for appropriate assistance.
  • Maintain and promote, at all times, a positive, progressive and professional workplace, and the company, in its image and role in the community.

Human Relations and Staff Guidance

  • Uphold the application of the collective agreement, in particular provisions for wage and benefits, for all affected staff in the Department.
  • Review and assist in the review of all staff in the Department on a regular basis and as needed, in accordance with established procedures.
  • Recommend, develop, and ensure the implementation of training and development programs, prescribed or otherwise, to maintain a properly and well trained work force.
  • Recommend on the effective deployment, progression, replacement and augmentation of staff.
  • Other duties as required may be considered part of these responsibilities.

KEY SKILLS & QUALIFICATIONS

  • The supervisor has to be a licensed professional engineer in the province of Ontario or should be working towards becoming a licensed professional engineer.
  • Experience in a supervisory role is preferred.
  • Experience with budgets and expenditures
  • Knowledge of utility planning, design, and operation.
  • Knowledge of Ontario Regulation 22/04.
  • Knowledge of industry-accepted standards and best practices for Asset Management such as ISO55001 requirements.
  • Strong understanding of enterprise risk management (ERM).
  • Strong written and verbal communication skills.
  • Strong problem solving and decision-making skills.
  • Well-developed project management skills.
  • Strong stakeholder and change management skills.
  • High proficiency in Microsoft office suite of applications and database management.
  • Strong understanding of technical standards development, procurement, and system reliability.
  • Understanding of regulatory submissions such as Distribution System Plan (DSP) and Interrogatory responses

MINIMUM REQUIREMENTS

  • Bachelors in Electrical Engineering
  • Registration as a Professional Engineer, PEng in Ontario, or working towards licensing, will be an asset
  • Five (5) to seven (7) years of experience in a utility environment; direct experience in distribution system planning and/or asset management.
  • A valid driver’s license.
