PLANNING TECHNICIAN I

Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic and dynamic individual to join the Engineering and Development Services Department as a Planning Technician.

PURPOSE AND SCOPE:

Reporting to the Manager of Policy Planning, the Planning Technician is responsible for the completion of the technical review and analysis of Planning Act applications. This position will also provide technical support and assistance for other planning and municipal matters. This position will require extensive contact with the public, consultants, internal departments, and external agencies in the consideration of development proposals and planning applications.

KEY DUTIES AND RESPONSIBILITIES:

Under the direction of the Manager of Policy Planning, the duties of the Planning Technician are, but not limited to:

  • Assist the public, consultants, and clients at the customer service counter, via phone, email, audio-video meetings with inquiries concerning zoning, general property information, Planning Act application processes and submissions, fees, and other planning matters, including the referrals to Planners.
  • Advise building inspection staff with respect to zoning compliance of building permit applications and zoning by-law infractions.
  • Undertake the review, preparation processing and circulation in accordance with the Planning Act for development applications including preparation of reports and by-laws.
  • Administer and monitor the Zoning By-law in consultation with the Manager of Policy Planning and Planners.
  • Assist Planners and the Manager of Policy Planning in the preparation and
    research of planning and municipal projects, including planning studies, policy development, and amendments to Official Plans and the Zoning By-law.
  • Assist with Advisory Committees including preparation of agendas, minutes, reports, and research.
  • Draft, design and prepare maps, schedules, charts, and other drawings and visual presentation materials.
  • Perform Minimum Distance Separation calculations for the Building and Planning Divisions.
  • Perform other related duties including special projects as assigned by the Manager or Director from time to time.

EDUCATION/SPECIALIZED TRAINING/SKILLS:

Essential (minimum) Qualifications:

  • Graduate of a two (2) year Planning Technician College Course, or equivalent.
  • Membership or eligible for membership to the Canadian Association of Certified Planning Technicians (CACPT);
  • Thorough knowledge and understanding of the Ontario Planning Act including Community Planning Permits, zoning by-laws, and official plans. Knowledge of the Ontario Land Registry System.
  • Working knowledge of GIS (GIS Certificate would be an asset).
  • Excellent written and verbal communication, organizational, time management, problem solving and administrative skills.
  • Superb computer skills including the Microsoft Office suite of products, preferably Microsoft Officer 365.
  • Valid Class G Drivers Licence and the ability to provide a clean drivers’ abstract as there is the potential for field work/site visits

WORK EXPERIENCE:

Essential (minimum) Qualifications:

  • One (1) year of experience in planning, preferably in a municipal environment

Asset (preferred) Qualifications:

  • Experience utilizing ArcMap Pro and ArcGIS Online
