The Procurement team is a global leader among public sector entities in the formulation, planning and delivery of procurement services for complex capital and non-capital mandates. We work hand-in-hand with other shared service, project delivery and strategic functions within Infrastructure Ontario (IO) to advance procurement strategies and execute solutions. Our focus is to ensure value by responding to market developments and stakeholder priorities with a commitment to strategic, process and creative excellence.


What You Will Do:

  • Deploy a combination of strategic thinking, commercial acumen and transactional experience to support the delivery of procurement services in the context of a complex organization with multiple business lines undergoing corporate transformation.
  • Execute the procurement process for Infrastructure Ontario (IO) and provide guidance and procurement advice to IO business units, service providers, and external stakeholders on procurement approaches and processes, with an emphasis on complex mandates.
  • Act as a leader and subject matter expert to procurement staff and stakeholders, including being a key contributor to the Procurement curriculum and to the onboarding process for new staff.
  • Contribute to the development, implementation and continuous improvement of IO’s procurement framework, standards and processes.

Who We’re Looking For:

  • A few years of experience as a procurement professional for a public procuring authority or for a private sector company engaged in large capital/projects (with an emphasis on traditional delivery construction), real estate and construction procurements, or equivalent relevant professional experience;
  • Experience in drafting, developing and assembling RFx documents, customized/special purpose Requests for Information, Request for Qualifications, Request for Proposals, Request for Tender, Consulting, Construction Contract [e.g. Canadian Construction Documents Committee (CCDC)] and Service Agreements with Legal and business partners.
  • Demonstrated knowledge of procurement related law and trade agreements, contract administration requirements, and budgeting/financial processing;
  • Experience in training and mentoring staff;
  • Experience in procurement policy and process development;
  • National [e.g. Supply Chain Management Association (SCMA)] or international accreditation/certification in supply chain/procurement/supply chain management or project management [Project Management Professional (PMP)] is an asset;
  • Experience in procuring or responding to “Negotiated RFPs”.

The salary range for this position is $94,000 to $141,000 with a corresponding job level of P5.
