SUMMARY OF DUTIES


Reporting to the Senior Project Manager, supporting Licensing in accordance with regulatory, corporate and contractual standards. Promotes a service-oriented culture, teamwork, integration, with an increased focus on the customer, the community and leading cross-functional initiatives.


Using best practices and internal/external benchmarking approach; coordinate and report on performance measures.


The Project Manager will provide leadership, guidance, technical competence, innovative problem solving, and achieve results through effective teamwork.


Participate in strategic planning for the Licensing Section.


With an eye for innovation, the project manager will support the by-law re-writes and creation of new by-law schedules, and the implementation of new initiatives.


GENERAL DUTIES


Responsible for presentations, training and supporting by-law creation/updates, which are concise, geared towards innovation with a focus on meeting the continual changing needs of the section.


Due to the sensitivity and complex nature of drafting and updating the Business Licensing By-law, will be responsible to assist with researching, consulting and developing other potential Business and Occupations that may require a Business license to ensure Public Safety and Consumer Protection.


Serve as sectional system support analyst including troubleshooting, assessing requirements for implementation of new by-laws and schedules, making recommendations and maintenance.


Develop and report on performance measures, monitoring, municipal benchmarks and policy and procedures to ensure legislative requirements are met.


Collect, generate and monitor all reports pertaining to the Licensing Work Plan.


Maintains appropriate documentation which clearly illustrates project progress at completion.


Coordinates and manages projects effectively and ensures they are delivered on time and to agreed quality standards.


Responsible for the preparation of written or oral reports/presentations to senior management, committee and Council as required.


Assist with monitoring of revenue and expenditures, supporting the investigation of discrepancies and providing corrections as required.


Reports major monthly variances/discrepancies and recommends mitigation measures affecting service delivery.


Monitor, review and evaluate the effectiveness and performance of the services delivered and recommend methods of improving deficiencies.


Monitors, analyzes and manages sectional program delivery performance data to ensure that work plan objectives for program performance are achieved.


Assists with productivity improvement studies and implement changes as required.


Review processes and strategies for the section and assist with policy and procedures development for carrying out the selected processes/functions.


Prepare service level agreements for new groups as part of the ongoing implementation and changes.


Conducts regular compliance audits, identify variances and implements corrective action.


Work with Communications (including Digital) to ensure information is properly distributed for implementation of all programs.


Develop and produce all sectional marketing materials including publications and liaise with other stakeholders as required.


Assess sectional marketing requirement and carryout marketing initiatives as required.


Determine most cost-effective use of resources in respect to marketing, research and system components.


Responsible for seasonal staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.


Liaise with the general public, elected officials, consultants and other levels of government on issues relating to the direct responsibilities of this position.


Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.


Assists with the preparation of Council Reports.


Assists with hiring, training and supervision of related staff as required.


Coverage for the Senior Project Manager as required.


Perform other duties as assigned, which are directly related to the responsibilities of the position.


QUALIFICATIONS


  • Demonstrated administrative work experience normally acquired through the completion of a post-secondary degree/diploma in a related discipline or equivalent experience in an enforcement environment.


  • Previous experience in preparation and presentation of controversial and politically sensitive reports.


  • Demonstrated experience and understanding of municipal by-laws, provincial legislation and service level agreements.


  • Must be detailed oriented and have demonstrated analytical, problem-solving, organizational, reporting and presentation skills.


  • Excellent verbal and written communication, interpersonal skills, and demonstrated tact and professionalism and ability to function in a team-based environment.


  • Analytical, research, trend analysis, and project management skills.


  • Possess a high level of personal integrity and be an excellent communicator.


  • Must possess exceptional computer skills, in a Windows environment, utilizing MS Office software (Word, Excel, Outlook, PowerPoint and Project). Extensive, knowledge of spreadsheet and database management. Web-based applications (Legend, AMANDA and Hansen) considered an asset.


  • Ability to balance multiple complex projects simultaneously and meet deadlines is essential.


  • Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.


  • The ability to travel to various City of Hamilton locations (must have own vehicle or alternate method of transportation.
