About the Opportunity

Reporting to the Director of Clinical Networks, and in collaboration with the Network Leadership Team (medical co-lead, other leadership roles), the Senior Analyst, Policy and Planning participates in the development of the strategic direction of the Clinical Network by providing leadership in the areas of policy development, planning and accountability, provincial standards, best and promising practices, and more broadly, evidence-based decision making. The Senior Analyst provides strategic analysis and advice on issues impacting the clinical service area and/or population across the lifespan. The Senior Analyst advises and leads the advancement of defined priority areas according to the Network’s goals and objectives and the identified strategic directions of Nova Scotia Health. This involves building new and fostering existing partnerships that support the achievement of priorities.

  • Provides expertise and advice on policies related to the Clinical Network by reviewing relevant literature, maintaining knowledge of relevant issues in the province, and frequent contact with subject experts.
  • Oversees the development, implementation and evaluation of specific Network strategies by leading and managing teams assigned to work on strategy-related projects. Projects will include working across multiple departments internal and external to Nova Scotia Health, government departments, community organizations, the IWK Health Centre, and the research and academic communities.
  • Directs thorough and systematic research and analysis of significant issues related to policy, planning, quality management and system performance to inform the development of strategic plans for the Network to ensure the provision of integrated, safe, high quality and sustainable services across the continuum and lifespan.
  • Provides strategic advice to move complex and multi-faceted initiatives/projects forward, many of which may be at different stages of evolution with different timeframes and accountability mechanisms.
  • Provides knowledge and expertise to support the leadership team in developing a plan for establishing, renewing and facilitating compliance with evidence-based operational, service delivery and population health standards. Makes recommendations designed to support improvement in quality, safety and coordinated service delivery for the full continuum of services and/or populations in scope of the Clinical Network. Supports a culture of safety, continuous improvement and creativity aimed at improved health outcomes. Makes recommendations on evaluation frameworks to support the monitoring and tracking of indicators of system performance as well as of population health needs.
  • Facilitates implementation of system-wide strategies, policies, standards, and initiatives impacting quality and population health. Strategies include a focus on people centred care; safety; accessibility; appropriateness; and integration. Ensures that policy, standards and guidelines related to the network are congruent with current, evidence-based standards and guidelines. Works collaboratively to ensure patient, family and public advisors are included in working groups, committees, and co-design of initiatives.

About You

We would love to hear from you if you have the following:

  • 5-7 years of relevant senior leadership experience with progressive accountabilities for standards development, evaluation and implementation, advising on healthy public policy, and adoption of best practices to deliver high quality services
  • Master’s Degree in health related discipline
  • The following would be considered an asset: Registration with relevant health or professional discipline/college or association & Certified Health Executive designation
  • Excellent leadership, organizational and decision skills
  • Expert knowledge to critically analyze evidence-based practices to inform strategy development and organizational planning.
  • Strategic planning and systems thinking.
  • Ability to build and maintain collaborative working relationships and partnerships with stakeholders.
  • Expertise in financial planning.
  • Evidence-based collaborative problem solving of complex multifaceted issues.
  • Critical thinking and analytical problem solving.
  • Understands the principles of project management and demonstrated ability to create and lead complex work teams.
  • Expertise in leading complex change.
  • Quality improvement methodologies.
  • Cultural competence.
  • Collaboration, negotiation and persuasion skills are paramount as this role requires the engagement of internal and external stakeholders.
  • Ability to analyze and interpret statistical data and monitor quality and performance indicators and benchmarks.

Compensation and Incentives

$40.21 - $50.34 Hourly
