As a health and wellness organization, the First Nations Health Authority has aligned with the Provincial Public Health Order released on October 14, 2021. We have a mandatory COVID-19 vaccination policy for all employees at First Nations Health Authority. This policy requires all employees to be fully vaccinated against COVID-19. If selected for employment, you will be required to provide proof of vaccination by providing a copy of your BC Vaccination Card Passport with the QR code.

Position Summary


Term Position until June 30, 2023 - with possible Extension.

In accordance with the mandate of the First Nations Health Authority, provides senior level review, analysis, synthesis, and aggregation and representation of information to support visibility and progress measurement, decision-making and planning.

Responsibilities

  • Provides subject matter expertise, strategic advice and guidance to the design and implementation of evaluation projects and acts as the primary lead in evaluation projects.
  • Leads and provides senior level expertise for the development of evaluation plans, frameworks, and data collection tools.
  • Oversees the quality of statistical analysis of both quantitative and qualitative reporting, reviews and provides senior level expertise to ensure consistency and validity in data and prepares final summaries and reports for Senior Management and FNHA stakeholders.
  • Reviews, analyzes, synthesizes, and summarizes a wide range of information including but not limited to FNHA policy areas, regional and organizational plans, and budgets.
  • Reviews and provides strategic expert advice regarding the nature, scope, and objectives of projects and evaluations and apply various methods and techniques to acquire evidence-based information that can be utilized to develop programs, policies, and projects.
  • Leads and establishes standardized processes and policies related to knowledge generation and sharing, documentation and dissemination of best practices.
  • Leads project teams and working groups, including leading initiatives in the specialized area of program and health system outcomes evaluation.
  • Undertakes strategic analysis of information in support of executive decision-making and develops and promotes a culture of evidence-based decision making.

Qualifications


Education

  • University Degree in Public Health, statistics, or related field with specialization in program evaluation, health, epidemiology, education, biostatistics, demography, or applied research, plus 5 to 7 years of relevant, related experience in program evaluation and reviews, or an equivalent combination of education, training, and experience.

Experience

  • Recent, relevant, and extensive experience in program evaluation and reviews.
  • Experience utilizing multiple evaluation methodologies (e.g., developmental, formative, summative and empowerment).
  • Experience with quantitative and qualitative and research methodologies and statistics.
  • Experience developing data quality and reporting systems.
  • Experience providing strategic level expert advice.
  • Experience conducting extensive literature reviews and critically appraising quality, internal and external validity of research results for applicability to the BC First Nations health and wellness environment.

Knowledge, Skills & Attributes


Abilities

  • Ability to conduct appropriate program evaluation programs and processes, while utilizing multiple methodologies.
  • Ability to culturally ensure relativity and appropriateness as a foundation for all program evaluation methods and processes.
  • Strong quantitative skills (managing, analyzing and interpreting data), with extensive familiarity with Statistical Packages (STATA or SPSS).
  • Demonstrated expertise in qualitative methods, with familiarity with common qualitative analysis software package (e.g. NVivo).

  • Awareness - Knowledge of the current First Nations health governance landscape in BC.
  • Analysis – Synthesizes, assesses, and analyzes large volumes of information and applies strategic and tactical thinking, including the ability to understand multiple perspectives, to develop themes and recommendations.
