Job Summary

Reporting to the Manager, Strategic Sourcing, this role is responsible for the strategic sourcing of goods, equipment, and services for all departments within Halton Region. The Strategic Sourcing Specialist facilitates the end-to-end process, in conjunction with end users, and is responsible for ensuring adherence to Halton Region’s Purchasing By-Law, as well as applicable trade treaties, while proactively minimizing procurement risk.

Duties & Responsibilities

  • Facilitate the strategic sourcing processes for goods, services, and equipment.
  • Perform RFx administration in the electronic bidding system (currently Bids & Tenders)
  • Support and assist with the development of documents for pre-qualification, tendering, and proposals.
  • Prepare of detailed analyses and related staff reports, as required.
  • Assist in the preparation of formal negotiation strategies and related documentation.
  • Participate in negotiations for large dollar value, high customer impact and multi-year contracts.
  • Represent the division as a subject matter expert for Strategic Business Plan projects.
  • Provide assistance to client departments for new initiatives, including selection of the appropriate RFx template to utilize; assist clients in determining their requirements; and ensure that applicable policies and procedures are followed.
  • Research best practices and make recommendations for strategic sourcing related processes, policies and procedures.
  • Co-ordinate and/or provide on-going training, education, and recommendations to clients on needs identification, effective specifications development, evaluation criteria, liability and risk for bid document formulation.
  • Maintain a high standard of integrity and professionalism in all business communications and relationships, both inside and outside the organization.
  • Provide overall support for the Purchasing By-law update and suggest updates to policies and procedures.
  • Oversee and facilitate procurements that are specialized in nature.
  • Shadow team members for on-the-go virtual training.
  • Perform other duties as assigned.

Skills & Qualifications

Essential

  • Experience in the facilitation of RFP/RFT/RFQ processes.
  • Strong customer service, problem solving, organizational, planning, communication, analytical and negotiation skills.
  • Ability to multi-task, as well as work both independently and as part of a team.
  • Strong time management, accountability, and flexibility to accommodate changing priorities and tight deadlines.
  • Proficiency with Microsoft Office (Word, Outlook, Excel and PowerPoint).

Preferred

  • Degree or Diploma in Business or Supply Chain Management or equivalent.
  • Minimum of two (2) years progressive experience in public sector strategic sourcing or equivalent.
  • Certification from a Professional Purchasing Program (Certified Professional Public Buyer (CPPB) Certified Supply Chain Management Professional (CSCMP), designation or equivalent).
  • Experience with SAP and Bids & Tenders software.
  • An equivalent combination of education and experience may be considered.
