Under the direction of the Wastewater Services Process Improvement Coordinator, the Technologist 1 provides the Wastewater Services Division with a resource to support the development, implementation, and maintenance of the Environmental Management System (EMS) and conformance with the ISO 14001 standard, Emergency Response Plan (ERP), Safe Work Procedures (SWPs), Standard Operating Procedures (SOPs), and any safety and health initiatives in the Division.

The Technologist 1 assists the Wastewater Services Process Improvement Coordinator in improving the environmental performance of the Division by providing support and training for all levels of staff, assisting in carrying out audits and assessments, analyzing and reporting results and implementing alterations to assist the Division in becoming more efficient and effective.

As the Technologist 1 you will:

  • Provide input to Wastewater Services Division staff in the maintenance of the Environmental Management System based on ISO 14001 Standards.
  • Assist Wastewater Services Division in maintaining ISO 14001 Certification.
  • Assist in performing annual internal and external audits and audit processes.
  • Analyze the results of the audits.
  • Identify, recommend, and implement necessary changes and improvements to the EMS.
  • Assist in preparing an annual report and presentation to division management on the results of the audit and progress made towards maintaining the ISO 14001 certification.
  • Provide EMS training to all levels of staff.
  • Ensure the Division’s Safe Work Procedures and Standard Operating Procedures are kept current.
  • Ensure new Job Hazard Analyses, SWPs and SOPs are created, as required.
  • Ensure a review of all SWPs and SOPs at least once every 3 years.
  • Ensure SWPs and SOPs are linked to the OWAM system and made available to all division staff.
  • Assist with the design and administration of emergency preparedness training courses.
  • Recommend to the Wastewater Services Process Improvement Coordinator modifications to the emergency response plans based on regulatory changes, technological changes, or knowledge gained from outcomes of prior emergency situations.
  • Participate in ensuring that the Division’s Emergency Response Plan is kept current and that staff are trained in the use of the manual.
  • Ensure that Emergency Response Plan training and tabletop exercises occur twice per year.
  • Assist the Wastewater Services Process Improvement Coordinator with the development of new Contingency or Emergency Plans, as required.
  • Assist with various Wastewater Services Division projects and process improvement initiatives as required.
  • Perform other related duties consistent with the position, as assigned.

Your education and qualifications include:

  • Diploma in Technology from a recognized Community College Engineering Technology Program (a diploma in Environmental Protection Technology is preferred), or Bachelor’s Degree in Science (studies in the Environmental Sciences are preferred).
  • Candidates with a Diploma in Technology from a recognized Community College Engineering Technology Program must be eligible for membership in C.T.T.A.M. (Certified Technicians & Technologists Association of Manitoba) as a Civil, Certified Engineering Technologist (C.E.T.) or Certified Applied Science Technologist (A.Sc.T.)
  • Must have 3 years prior experience directly related to the job duties of the position.
  • Previous experience with or knowledge of Environmental Management Systems and the ISO 14001 standard is preferred.
  • Successful completion of the Province of Manitoba’s Wastewater Collection Level 2 exam and Wastewater Treatment Level 2 exam is preferred.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  • Demonstrated communication and interpersonal skills, including group presentation skills.
  • Demonstrated facilitation, team building and leadership skills.
  • Demonstrated ability to prepare written reports.
  • Demonstrated ability to work effectively under stressful conditions.
  • Demonstrated ability to work with minimum supervision.
  • Demonstrated ability to operate a personal computer utilizing various software applications (i.e. Microsoft Word, Excel, Outlook).
  • Strong analytical and problem-solving skills with the ability to be flexible and active in developing innovative methodologies.
  • Strong organizational skills to plan, organize, prioritize and coordinate work and resources with a high degree of independence.
  • Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the area of work.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • Must possess and maintain a valid Class 5 Manitoba Driver’s Licence.
  • Must be physically capable of performing all of the duties of the position.
