Training Specialist

Reporting to the Training and Development Manager, an incumbent is responsible for designing and delivering training to Communications Centre staff and partner agencies’ end users; analyzing the work performance of Communications Operators in order to identify refresher training needs and readiness for further training.

WHAT YOU WILL DO

Works with a subject-matter expert to research, design and deliver course material within the emergency communication centre; designs course materials (e.g. task analysis, objectives and tests, presentation, instructor and participant materials); facilitates Train-the-Trainer sessions for our programs; conducts training sessions (e.g. one-on-one, classroom and virtual training); marks examinations and conducts post-course quality assurance evaluations; evaluates overall effectiveness of each course to ensure the transfer of skills and knowledge to students and oversees training facilities (e.g. classroom, materials, equipment).

Works with the Training and Development Manager to determine project timelines related to training and to determine the most appropriate instructional method (e.g. in-class, virtual classroom, e-learning etc.) to ensure training and development needs are met.

Assists in analyzing the work performance of Communications Operators to identify refresher training needs and readiness for further training; provides coaching and recommendations based on observed performance of the participants.

Works closely with the Quality Assurance Team to identify performance trends and patterns to make appropriate training recommendations and may monitor and evaluate calls based on established quality standards.

Works closely with the Policy, Systems & Implementation Team to make recommendations for policy and procedure changes to enhance service productivity, and may assist in the development of work methods, standards and procedures for the Communication Centre.

Supports the Operations Managers in providing continual training to staff as requested.

Prepares materials and provides orientation to members of partner and external agencies as required.

Assists in the development of equipment operation manuals for the Communications Centre.

Acts as a resource to Communications Centre staff on Centre procedures and equipment operation.

Attends court to provide evidence, when required.

Performs related duties as required.

WHAT YOU’LL NEED

  • Degree, certificate or diploma in Adult Education, Instructional Design, or Coaching and Development or equivalent level of knowledge, skills and experience.
  • Sound and demonstrated experience in facilitation, public speaking and training delivery.
  • Sound and demonstrated experience in conducting needs assessments, setting objective, developing course material, preparation and evaluation procedures for leader-led and self-paced content.
  • Sound and demonstrated experience designing and delivering digitized learning including hybrid content delivery.
  • 2 years’ experience as an Emergency Communications Operator II (RCMP or Municipal dispatch) working in an emergency communications centre.
  • Required Police Security Clearance applicable to the position must be acquired and maintained.
  • As an integral part of British Columbia’s emergency services, all E-Comm employees are required to be fully vaccinated as a condition of hire and ongoing employment.
