POSITION SUMMARY

Canadian Mental Health Association is looking for a part-time Associate Executive Director for their Cowichan Valley branch. Reporting to the Executive Director, the Associate Executive Director is ‘second in command’ of CMHA-Cowichan Valley Branch and a key member of the senior management team. With primary responsibility for the organization’s financial management, contract management, service agreements, and other business processes, and overseeing other internal functions, this role also works closely with the ED regarding program/operational planning and management.

QUALIFICATIONS

Qualifications include post-secondary education in relevant area of study or a combination of education and experience; recent, related experience of 8-10 years in a senior/supervisory management position or an equivalent combination of education, training, and experience; knowledge of provincial and federal legislations applicable to non-profit organizations; excellent knowledge in employee compensation and union contracts.

POSITION DETAILS

This is a part-time exempt management position (30 hours per week). The position offers a competitive salary range and attractive benefits package along with Municipal Pension Plan.

ORGANIZATION OVERVIEW:

Providing services in the Cowichan Valley since 1992, Canadian Mental Health Association - Cowichan Valley

Branch (CMHA-CVB) is a registered charity and a not-for-profit, independent society operating under a branch division agreement with CMHA British Columbia and within the context of the nation -wide Strategic Plan of the Canadian Mental Health Association.

As part of a national mental health organization, and an advocate of mental health for all, CMHA-CVB facilitates access to resources people need to maintain and improve mental health and wellbeing, and to participate in community integration, build resilience, and support recovery from mental illness and/or substance use and addiction.

CMHA-CVB operates Warmland House Emergency Shelter, Transitional Housing Services, Sobering and Assessment Centre, Adult Outreach programs, Youth Centre programs, Youth Outreach, Bounce Back personal coaching, and a variety of other counselling/therapeutic programs for children, youth, and families.

CMHA-CVB also provides community education and advocacy aimed at the promotion of good mental health and in support of individuals and families with mental health challenges.

POSITION SUMMARY:

Reporting to the Executive Director, the Associate Executive Director is ‘second in command’ of CMHA-Cowichan Valley Branch and a key member of the senior management team. With primary responsibility for the organization’s financial management, contract management, service agreements, and other business processes, and overseeing other internal functions, this role also works closely with the ED regarding program/operational planning and management.

The AED, ED, and the Management Team work collaboratively to determine and implement strategies to best fulfill the organization’s mandate and its capacity to respond to internal and external needs and promote mental health and wellbeing for all.

RESPONSIBILTIES:

Finance

- Meet regularly with the Manager of Finance & Administration and monitor CMHA-CVB’s financial performance.

- Act as liaison with the Board Finance & Audit Committee and provide regular financial reports to the Committee and/or Board of Directors.

- Oversee monthly, quarterly, and annual financial reporting, including the conduct of the annual audit and government compliance audits and project grant reports.

- Work with the ED to develop long range financial plans that align with the organization’s strategic priorities.

- Review and approve financial transactions and expenditures to ensure cost effective operations.

- Manage banking relationships and investment accounts.

- Manage restricted funds usage.

- Manage revenue re government contracts and other funding sources.

- Review annual, multi-year, and project/grant budgets. Lead the budget approval process with the Board of Directors.

- Provide input/information to the Manager of Fundraising, as needed.

Administration

- Manage all contracts and service agreements, including grant agreements, business and vendor contracts, and contractor service agreements.

- Submit annual reports to BC Registries and Canada Revenue Agency. Maintain accurate information with these agencies and others.

- Review legal documents.

- Review minutes of meetings (e.g. Board of Directors, JOHSC, etc.).

- Review and/or manage communications with funders, community partners, and others when requested.

- Work with consultants (e.g. Legal, financial, etc.) when required.

- Oversee and/or maintain electronic and other CMHA-CVB records/files pertinent to the above.

- Ensure that records and files are retained as per government and other requirements.

- Provide advice and guidance to ED regarding new and existing administrative and financial policies and procedures.

Other

- Attend Management Team meetings and participate in leadership/team building exercises and events.

- When necessary, attend community meetings on behalf of the ED. Establish good working relationships and collaborative arrangements with community members and groups, funders, community leaders and politicians, and others to help achieve the goals of the organization.

- Participate in Board strategic planning.

- Support a healthy and safe working environment.

- Contribute to open and effective communication between managers.

- Support a culture that reflects CMHA-CVB values of respect, service, continuous improvement, and accountability.

- Other duties as directed by the Executive Director.

REQUIRED COMPETENCIES and SKILLS:

- Demonstrated knowledge of cultural competency and anti-racist practices.

- 8-10 years of professional experience in management and operations in a non-profit setting.

- Demonstrated strong team management and leadership skills.

- Ability to build trusting relationships and inspire confidence.

- Strong non-profit financial management experience.

- Experience with government contracts, government regulations, grant applications, and reporting processes as they apply to non-profits and charitable organizations.

- Ability to mitigate risk and ensure agency compliance with contractual obligations.

- Experience with unions and collective agreements.

- Excellent and effective communication skills, both verbal and written.

- Ability to organize and set priorities under pressure of deadlines and competing requirements.

- Strong conflict management skills and practices.

- Ability to think critically and analytically and assess situations to determine the importance, urgency and risks, and, if required, make clear decisions which are timely and in the best interests of the organization.

- Ability to think strategically and solve problems within the mandate of this role, based on the vision and values of the organization.

- Strong attention to details.

- Ability to work closely with, provide information to, and support the Executive Director.

- Demonstrated willingness to be flexible, versatile and tolerant in a changing work environment while maintaining effectiveness and efficiency.

QUALIFICATIONS:

- Post-secondary education in relevant area of study or a combination of education and experience.

- Recent, related experience of 8-10 years in a senior/supervisory management position or an equivalent combination of education, training, and experience.

- Strong computer skills in use of Office Suite, Simply Accounting, and others.

- Knowledge of provincial and federal legislations applicable to non-profit organizations.

- Excellent knowledge in the area of employee compensation and union contracts.

- Outstanding interpersonal, relationship building, and communication skills.

- Excellent organizational skills.

- Cultural awareness training.

- Successful Clearance of a Criminal Record Check for vulnerable sector.
