Position purpose:
The Assistant Chief Operating Engineer is responsible for supporting the Chief Operating Engineer (COE) in the execution of various tasks related to the operation of a High Pressure Power Plant, service tunnels and associated ancillary services. This individual will be responsible for the maintenance program as well as overseeing the water management of all components related to the main district heating and cooling of the campus. This key role will act as a direct support to the COE as well as acting as a technical resource and supervisor to the Operations and Maintenance staff to ensure a healthy and productive work environment aligned with the key objectives established by the University.
In this role, your responsibilities will include:
  • Assign and supervise tasks associated with the operation and maintenance of the Power Plant and other related assets.
  • Scheduling of power plant staff to ensure shifts are covered and ensuring absences are tabulated in the Universities absence management software.
  • Maintain compliance of applicable legislation, regulations, codes and standards , as well as acting as COE in his absence.
  • Assist in planning, developing and managing the operating budget.
  • Order material, create purchase orders, and pay invoices consistent with the University procedures. Ensure contractual obligations are being met in the most efficient and economical manner
  • Responsible for the utilization and efficient use of the computerized maintenance management system (CMMS) for task assignment, preventive and breakdown maintenance, manpower labor hours, asset costs, inventory and records keeping.
  • Provide innovative and strategic leadership and expertise in the planning, execution of major and minor shutdowns pertaining to the infrastructure under responsibility while minimizing service interruption to clients. Participates and collaborates with the commissioning and onboarding of projects to ensure a seamless transition between construction and on-going operation.
  • Foster and maintain a healthy and productive work environment, recruit, train, lead, mobilize and evaluate Operating Engineers in a union environment. Plays a key role amongst management to promote Health & Safety and Performance values for embedding a culture of safe performance that supports operational and strategic decision-making.
  • Participates and collaborates with key internal groups such as Trades, Construction and Business Management on different initiatives such as sustainability efforts, construction, asset renewal and optimization.
What you will bring:
  • Hold an Operating Engineer license 1st valid in Ontario. A 2nd class may be acceptable under certain circumstance.
  • Proven track record in the operation and maintenance of a Power Plant
  • Experience in supervision
  • Strong mechanical aptitude
  • Extensive knowledge of engineering systems and sound operational and maintenance practices
  • Demonstrated flexibility with the ability to lead in a changing and complex environment.
  • Results oriented person that possesses initiative and a positive approach to problem solving.
  • Strong knowledge of the Operating Engineers Act and Ontario Health and Safety Act and regulations as amended.
  • Ability to lead activities and supervise others through strong communication, relationship building and listening skills.
  • Possess a strong command of Lockout-tagouts, working at heights and confined space entry practices
  • Ability to analyze and troubleshoot operational issues
  • Aptitude at analyzing and resolving conflicts
  • Ability to interpret P&ID diagrams as well as an understanding of control logic
  • Ability to apply understanding of team dynamics to improve efficiency of team
  • Effective written and verbal communication skills.
  • Bilingualism – French and English (spoken and written) would be an asset
