Qualifications:

  • Post-secondary education and 3-5 years of experience in emergency management in a health care setting
  • Completion of a university degree or college diploma / certificate in a related field from an accredited educational institution preferred
  • Emergency Management Certificate or Equivalent
  • Certification within the International Association of Healthcare Security & Safety (IAHSS) preferred
  • Minimum of 3 - 5 years of experience in Incident/Emergency Management, emergency preparedness, formation of complex problem solving strategies and work plans, etc. preferably in a hospital environment
  • Experience with large redevelopment projects in a lead role preferred
  • Experience with large scale moves preferred
  • Experience managing in a complex environment preferred
  • Experience managing in a unionized environment preferred
  • Superior written and verbal communication skills
  • Demonstrated ability to effectively prioritize and organize multiple tasks
  • Self-directed and able to work effectively with minimal supervision preferred
  • Excellent interpersonal, communication, staff development and team building skills preferred
  • Proficiency in Microsoft Office applications

Accountabilities:

  • Utilizes project management and change management skills in working with team leads/teams to achieve operational readiness work plan projects, deliverables, timelines and milestones.
  • Collects and regularly reports on progress and risks of key future projects to Director Support Services, Coordinator, Security, Parking & Emergency Response and Operational Readiness Director and Manager.
  • Partners with Operational Readiness Transition Leads and other applicable Campus Development team members to coordinate integrated projects, i.e. Furniture, Fixtures and Equipment (FFE) and Information Communication Automation Technology (ICAT).
  • Liaise with PM, Construction to coordinate any requirements for Substantial Completion, occupancy and/or Project Co responsibilities.
  • Emergency Preparedness
    • Conduct a Hazard Identification & Risk Assessment
    • Create Business Continuity plans for all departments
    • Maintain, revise, and develop all emergency procedures / responses
    • Determine the necessary supplies for various Emergency Procedures including but not limited to; Code Brown, Code Grey, Code Red, Code Orange, and Code Yellow.
    • Determine EOC supplies, needs, and setup including IMS task sheets and guidelines for the use of EOC
    • Develop, revise and maintain policies/procedures that are site specific and compliant with regulations.
    • Plan and execute mock drills to test response procedures including external partners where appropriate
  • Training & Development
    • Develop and prepare the Emergency Procedure manual for each unit
    • Assist with the development and delivery of Code Red / Code Green training programs and drills
    • Develop educational resources (mocks, e-learning modules, debriefs, orientation, checklists, reference documents etc).
    • Organize specific education to increase awareness in Emergency Code Response / Procedure across the organization. This may involve orientation material, educational refresh for staff, introduction of new material or ongoing education for any/all staff.
    • Develop orientation and training program for WPHC and liaise with Organizational Development
    • Provide orientation and ongoing support to Senior Leadership and Managers On-Call pertaining to emergency event response, incident management systems, and command center operations.
  • Technology & Equipment
  • Participate in planning of RTLS system with respect to patient wandering
  • Participate in planning of Fire Panel use with respect to after hour monitoring
  • Participate in planning of Integrated Security Management System integration with respect to CCTV / Intercom / Panic & Duress integration
  • Participate in planning of Switchboard technologies with respect to Emergency Code integration
  • Continual Collaboration
  • Develop opportunities for organizational partnership
  • Collaborate and consult with internal & external partners to represent West Park Healthcare Centre and maintain an integrated preparedness role in support of hospital activities to provide a safe hospital environment.
  • Work with Occupational Health, Safety & Wellness, Toronto Police Services, Toronto Emergency Medical Service, Toronto Hospital's Emergency Management Network, Public Health Ontario (Toronto Central LHIN) the Ontario Association of Emergency Managers, City of Toronto, and other hospital security/emergency management representatives.
  • Coordinate with appropriate stakeholders, department/units; responding to questions and concerns from clinical managers or front line staff.
  • Formulate short and longer term emergency preparedness work plan in consultation with ERC Chair(s)
  • Transition / Move:
  • Plan for staff orientation regarding Emergency Preparedness of the new building upon substantial completion
  • Train staff on new processes and procedures surrounding Emergency Preparedness
  • Participate in corporate purge plan and corporate move plan
