Job Summary
Population Data BC (PopData) is a multi-university, data and education resource facilitating interdisciplinary research on the determinants of human health, well-being and development.
We support secure research access to individual-level, de-identified longitudinal data on 4.8 million residents living in British Columbia, linking data across various sectors such as health, education, early childhood development, workplace and the environment. Population Data BC also offers a professional specialization certificate in Population Health Data Analysis, training researchers across Canada and around the world.
Key objectives of Population Data BC are to:
  • Make more data sets available for research
  • Facilitate cross-linkages among the data sets in a privacy sensitive manner
  • Provide strategic leadership to ensure streamlined access to these data
  • Provide educational and other opportunities to ensure full and best use of those data
Population Data BC is the coordinating site for Health Data Research Network Canada (HDRN Canada) and the SPOR Canadian Data Platform (CDP): a research-enabling, distributed network that will create a single access portal connecting provincial and pan-Canadian data, allowing investigators to conduct multi-jurisdictional, person-focused research more efficiently. The SPOR CDP is a seven-year, $81M ($39M in cash) grant funded by the CIHR Strategy for Patient-Oriented Research (SPOR) and partner organizations across Canada.
The Lead, Data Partnerships will oversee PopData’s involvement, as the data centre for British Columbia, in fulfilling the objectives of the Canadian Data Platform. Serving as the primary link between PopData and the Health Data Research Network, the Lead, Data Partnerships will oversee the provision of data sets derived from PopData’s holdings for interprovincial research, provide consultation to other data centres within Canada, connect pan-Canadian initiatives to the provincial level for integration and implementation, and work with other Leads to operationalize these initiatives.

Organizational Status
Population Data BC is based at the School of Population and Public Health (SPPH), which is in the Faculty of Medicine at the University of British Columbia. We are a key member of the International Population Data Linkage Network, through which we have promoted international research collaborations and fostered working groups on privacy and access to data.
The Lead, Data Partnerships reports to the Managing Director of Population Data BC. The incumbent will also work with the Director of Operations for HDRN Canada, and other Leads within PopData.

Work Performed
  • Manages the development of initiatives that will position Population Data BC to be one of the leading providers of research data servicing the research community and promoting research excellence; this includes identifying issues, solutions and priorities to support continual improvement and efficiency
  • Oversees PopData’s participation in the ongoing development and improvement of the HDRN Canada Data Access Support Hub (DASH), helping streamline researcher access to multi-jurisdictional data and develop harmonized data access processes and common resources
  • Leads the delivery of service for DASH requests involving BC data, assuming primary responsibility for these projects and drawing on subject matter expertise to provide guidance and professional recommendations to researchers
  • Oversees the full research project lifecycle for DASH requests
  • Develops and implements improvements in data access, data preparation, and researcher and data steward interaction processes, both at a provincial level and across the pan-Canadian network of data centres, in partnership with relevant PopData staff and external partners
  • Fosters collaboration between PopData and other HDRN members, adapting processes, methods and policies from other data centres for BC where operationally possible
  • Participates on various HDRN objective working groups as a representative of PopData
  • Prepares quarterly and regular reports on work objectives, accomplishments and delays
  • Maintains a body of knowledge on current policies, guidelines and requirements related to data access by liaising with data stewards, ethics review boards, and data partners at provincial and national levels
  • Provides subject matter expertise as well as historical knowledge within PopData on data access processes, procedures and principles, as well as data available in British Columbia
  • Liaises and communicates with unit Leads, management and Data Stewards for integration of pan-Canadian initiatives and developments into provincial-level business processes, infrastructure development, and alignment of requirements and priorities
  • Leverages extensive content knowledge and advises senior leadership on operational/infrastructure opportunities at the provincial level, based on pan-Canadian activities within HDRN Canada
  • Fosters and strengthens relationships among Population Data BC partners across Canada, data providers, and the research community
  • Provides leadership, consultation and process development for the intake of complex projects and new initiativesProvides training to staff on data access, data management and data provisioning process
  • Ensuring privacy legislation and policy adherence Leads data quality and availability intiatives that will attract and retain researchers, such as identifying and acquiring new datasets, and developing existing datasets and data holdings for increased usability
  • Oversees data ingestion lifecycle, including communications with data providers, supporting review of agreements, coordinating PopData’s internal processes and facilitating communications and collaborations between the relevant Units
  • Assumes primary responsibility for overseeing the process of preparing and providing data to researchers, in accordance with legislation and formal policies regarding access and protection of privacy (including the Provincial Overdose Cohort)
  • Orients new researchers to the data, answering questions and engaging in researcher outreach. Utilizes in-depth understanding of the datasets and their constituent data fields as well as close knowledge of established data access processes, intricacies of PopData's internal data holdings and related policies to provide advisory support, leadership and professional recommendations to researchers
  • Other tasks as required to fulfil organizational objectives

Consequence of Error/Judgement
This is a management position in an organization responsible for providing services to the research community. Work requires initiative, ingenuity, and attention to detail. This position requires considerable judgment in the management of priorities, schedules, and resource requirements. This role must also be able to work effectively under pressure and direct the team in meeting deadlines. An inability to manage and coordinate tasks related to multiple complex initiatives may prevent or delay meeting of organizational goals or project completion.
The Lead, Data Partnerships must communicate clearly and effectively in both written and interpersonal forms. Considerable interpersonal communication skill and judgment must be exercised in developing and implementing strategic planning and policy creation. Clear, concise, and convincing writing is required in the preparation of policy and proposal documents.
This role will work under strict confidentiality because of the nature of the data holdings and related projects. Population Data BC’s core activities - database maintenance and access, research, support for researchers - are all critically dependent on the health information systems that have been developed and are maintained by it. Any breach in data security would place the reputation and future of Population Data BC as well as its partner organizations at risk.
Accuracy is essential since errors may have implications that affect the research community, stakeholders and public bodies. This role is responsible for ensuring the reliability and accuracy of work, as it relates to projects implemented by the management team of Unit Leads and other staff, reporting challenges and obstacles directly to the Managing Director as necessary.

Supervision Received
Works with wide latitude. Work is reviewed periodically to assess the validity of recommendations or the achievement of defined goals. The incumbent must be able to identify circumstances that require consultation with other staff, and be able to seek out that consultation.

Supervision Given
The Lead, Data Partnerships provides direction and delegates work to staff assigned to HDRN and data management and provisioning related initiatives. The incumbent will provide direct supervision of research assistants and students. May assign tasks to other staff members and provide supervision for those tasks.

Minimum Qualifications

For research work, a post-graduate degree or equivalent professional designation with a minimum of four years of related experience, or an equivalent combination of education and experience. Otherwise, an undergraduate degree in a relevant discipline is required with a minimum of six years of related experience, or an equivalent combination of education and experience.

Preferred Qualifications
Graduate-level or other advanced courses in a discipline related to health policy or health services research preferred. Experience in working within a statutorily-regulated or a privacy-sensitive environment is highly desirable. Work with sensitive information or complex data systems also a significant asset.
