JOB TITLE: Lead Hand – Parks (Arena Operations)

DEPARTMENT: Buildings and Facilities Department

REPORTS TO: Manager of Buildings and Facilities

Position Summary:

Under the direction of the Manager of Buildings and Facilities, the Lead Hand – Parks (Arena Operations) is responsible for supervising the ‘day-to-day’ operation and maintenance of the North Hastings Community Centre facility including ice rink, lobby, hall and canteen, Wellness Centre and exterior sports complex facilities.

The Lead Hand will coordinate and oversee the year-round operation of the North Hastings Community Centre with a solid operational and maintenance program. All mechanical components required to operate the facility must be in top working order and well maintained at all times. The buildings and exterior sport and recreation facilities must be safe, clean and welcoming for all users and deliver an exceptional customer experience.

Staff who work under the direction of the Lead Hand must be encouraged and led to provide quality outputs with a pride-in-public service attitude. Hired contractors must be supervised to complete their tasks on time.

The Lead Hand routinely carries out duties and responsibilities without direct supervision and is responsible for ensuring provincial regulations and procedures in the operation of pressure boilers, refrigeration units, and health and safety regulations in the operation of public facilities are followed.

Qualifications, Skills & Job Knowledge:

  • Full working knowledge and proficient use of computers to document and maintain daily operations, create work schedules and work orders, manage documents, etc
  • Maintain log of completed work order sheets and update master list for tracking purposes and tracking of daily operations
  • Ability to plan work to create weekly schedules but with the flexibility required to satisfy the needs of the Manager and facility users
  • Ability to successfully organize daily operations of the Community Centre
  • Operate Arena machinery and equipment and take responsibility for operation of refrigeration plant, ensuring all Ministry and TSSA compliance requirements are achieved
  • Knowledge and understanding of the Occupational Health & Safety Act
  • Knowledge of municipal Policies and Procedures
  • Excellent communication skills with staff and general public
  • Excellent organizational skills
  • Troubleshoot, evaluate, problem solve and execute solutions to complex problems in various environments
  • Working at Heights Certification is required
  • CPR and First Aid Certification is required
  • Valid Class G license required with clean driving abstract
  • Certified Ice Technician Certificate required
  • Previous Management or Leadership experience is an asset
  • Minimum of 3 years experience working in an arena is an asset
  • Preference will be given to those with the following certifications:

o Arena Operator Level 2o Arena Maintenance – Ice Resurfacer Certificationo Building Maintenance – Level 1 and 2

Essential Duties & Responsibilities:

  • Ensure the health and safety of all staff and work sites, ensuring appropriate practice and documentation of safe working practices are performed by all staff on a daily basis
  • Ensure compliance with all Ministry and municipal policies and procedures
  • Organize and assign tasks for operational staff
  • Organize and assign tasks for summer students
  • Liaise with stakeholder groups and customers with respect and professionalism at all times, as well with other Lead Hands, Managers, citizens and contractors
  • Responsible for installation and removal of ice, daily Ice resurfacer maintenance, boiler and ice dehumidifier, etc
  • Approves purchases within established spending guidelines, necessary to facilitate day-to-day operations
  • Make recommendations on operating policies, future capital considerations and projects, ice management and facility rentals to the Manager
  • Oversee and assign maintenance tasks for all components of the recreation facility
  • Oversee all assigned work and approve work when required
  • Manage and log all applicable documentation as required
  • Prepare work schedules (short and long term forecasting) and review timesheets for accuracy to submit to Manager for approval
  • Communicate and troubleshoot public concerns and complaints
  • Perform all tasks as directed by Manager
  • Troubleshoot and resolve ”day to day” operational issues
  • Ensure all required equipment, staff and supplies are available for each task
  • Perform other duties as assigned by the Manager of Buildings and Facilities or his designate

  • Weekend and evening work is required
  • Work safely in high traffic environment
  • Work sitting at a desk and computer or telephone
  • Exposure to hazardous materials used in ice making and refrigeration processes
  • Noise level may be excessive on occasion
  • Use of PPE is required including hard hat, hearing and eye protection, safety boots, etc.
  • Hours of work will be scheduled at various times of the day, generally between 6am and 11pm (including weekends and holidays) with a schedule of shifts to be provided two weeks in advance
