Under the direction of the Director, Global Corporate Funding, this position supports the development, management, and execution of the Banks capital market funding activities encompassing an annual program of $25-$30B/yr. This role also oversees the execution of money market funding with annual volume in excess of $30 billion. The Manager assists the Director and Senior Managers in developing and maintaining the Banks funding programs worldwide to ensure the Bank has access to the global markets.

A key function for the role is to identify and optimize the use of assets eligible for securitization in a well governed manner, including purchasing portfolio insurance for conventional mortgages. The role also requires the development and maintenance of advanced financial valuation models and cash flow models used to assess the financial impacts for securitization initiatives.

The role also contributes directly to the Banks funding initiatives by leading and participating on cross-functional teams comprised of internal and external stakeholders in the development and execution of cost effective capital and senior unsecured transactions.

Supports the strategic and tactical management of the Banks global term funding, securitization, and capital issuance programs. Minimizes Bank funding costs while broadening the debit investor base to ensure the Bank is well-funded to support the growth objectives and competitive positioning. Identifies and recommends actions to senior leaders based on market trends or regulatory developments to ensure the Bank is at the forefront of an optimal global funding platform.

  • Acts as a trusted advisor on corporate funding, securitization and capital issuance programs.
  • Manage the ongoing upkeep of the securitization programs including asset sale, securitization program renewals.
  • Assist in the development of the Banks annual wholesale funding plan ($25-$30B annually).
  • Liaise with LOBs to understand and model funding requirements
    • Build and maintain a dynamic funding model, ensuring it adjusts to an ever changing regulatory environment

    • Ensure Supplemental Liquidity Pool (SLP) and Trade Finance funding targets are maintained and communicated on a regular basis

  • Manage the transaction execution process and related project teams to support the Banks securitization initiatives. Liaise with back office, MRV, and accounting groups to ensure that existing or newly developed financial models reflect the true economic impact of transactions

  • Influences and negotiates to achieve business objectives. Provides leadership and advocates new funding initiatives / programs for new funding initiatives from approval through execution.
  • Recommends and implements solutions based on analysis of issues and implications for the business. Partners with senior leaders to support the development and management and execution of the Banks securitization and capital markets global funding programs and issuance.
  • Assists in the development of strategic plans.
  • Identifies emerging issues and trends to inform decision-making.
  • Supports development of the securitization & funding strategy over a multi-year plan horizon to optimize the funding strategy while maintaining compliance with legal / regulatory requirements.
  • Develops and recommend strategies to expand the Banks investor base and global market access.
  • Recommends and executes debt marketing activities in support of initiatives and oversees development of marketing materials including directly engaging with prospective and current investors to expand the Banks global funding capabilities.
  • Partners with Capital Management Group to structure and execute capital productivity transactions (i.e. risk transfer transactions).
  • Recommends optimal transaction pricing, term, and size for funding programs / solutions including capital, senior note and structured product issuance e.g. credit card, HELOC, mortgage, Covered Bond, Canada Mortgage Bond, and mortgage backed securitizations.
  • Advises various stakeholders on the risks, financial implications and technical aspects to ensure alignment and agreement to plans/programs.
  • Monitors the market environment and mismatch and basis market risk metrics to ensure the Banks structural market risk management activities add incremental value and hedging strategies are effective.
  • Provides subject matter expertise and contact for external investment dealers looking to discuss and execute securitization and capital market funding opportunities for the Bank.
  • Develops and maintains expertise in all regulations, directives and guidance which apply to the Corporate Treasury group, including interpreting regulations and understanding emerging issues; ensures that BMO FG remains compliant with all external regulations.
  • Builds effective relationships with internal/external stakeholders.
  • Supports development and execution of strategic initiatives in collaboration with internal and external stakeholders.
  • Leads or participates in change management activities of varying scope and type.
  • Breaks down strategic problems, and analyses data and information to provide corporate funding insights and recommendations.
  • Monitors and tracks performance and addresses any issues; Gathers and formats data into regular and ad-hoc reports, and dashboards.
  • Calculates a forecast of the banks structural cash position, calculates liquidity metrics, and total loss-absorbing capacity (TLAC) position to inform and optimize funding strategy decisions.
  • Focus is primarily on business/group within BMO; may have broader, enterprise-wide focus.
  • Provides specialized consulting, analytical and technical support.
  • Exercises judgment to identify, diagnose, and solve problems within given rules.
  • Works independently and regularly handles non-routine situations.

Qualifications:

  • Typically between 5 - 7 years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
