The Ministry of SaskBuilds and Procurement is recruiting a dynamic, experienced and motivated individual to join the Health Infrastructure Branch for a two-year term position as a Manager, Project Delivery.

The Health Infrastructure Branch - Delivery Unit is looking for an enthusiastic candidate that will be part of the team that is responsible for managing projects throughout varying stages of planning, pre-procurement, and procurement activities utilizing various procurement models tailored and customized for each project in collaboration with the Ministry of Health and the Saskatchewan Health Authority.

Some projects included in this team’s portfolio are the Weyburn General Hospital project, Prince Albert Victoria Hospital project, Grenfell Long Term Care project and the La Ronge Long Term Care project.

Primary Responsibilities

Reporting to the Project Director, the position will provide support to the assessment, development and implementation of complex, multi-million dollar infrastructure procurements, as well as support to the Projects branch on other aspects of their work. This includes:

  • Stakeholder, vendor and client relationship management skills.
  • Strong oral and written skills required for executive-level briefings and reports.
  • Ability to provide a critical and strategic analytical lens on business cases, infrastructure concepts, procurement models, project, and contract management.
  • Confidence to provide advice and/or direction to relevant ministry partners, stakeholders and advisors in a respectful manner.
  • Ability to multi-task by coordinating multiple project deadlines and project consultants, while managing a minimum of two employees.
  • Be a champion to promote our organizational culture that prioritizes professional growth, work-life balance and employee well-being.
  • Holding the accountability for project and unit key performance indicators.
  • Collaborate with internal and external partners to develop and implement policies and programs that align with SaskBuilds and Procurement’s objectives and values.
  • Demonstrated ability to be a team player.

The knowledge and skills required for this position would be obtained through a Bachelor’s Degree or Diploma equivalent in construction management, engineering, commerce, or financial management. The successful candidate must have demonstrated managerial experience, with a desirable experience level of two (2) years in a similar role. Candidates will be asked to participate in a multi-stage screening process as this is a highly competitive position.

Knowledge and Skills Required:

  • Understanding of relevant legislation and policies.
  • Proficiency in Microsoft Office Suite (excel, word, power Point, etc.) and software specific to the government’s needs.
  • Knowledge and understanding of government decision-making policies and processes;
  • Ability to lead, motivate and cultivate stakeholder relationships and positively influence direction and outcomes;
  • Ability to provide support to multiple projects, and related stakeholders, including the core project teams, external vendors, business users, and management;
  • Knowledge of government procurement and governance processes.
  • Strong verbal and written communication skills with the ability to effectively present and achieve an understanding of complex information amongst diverse audiences.
  • Sound research, reasoning, and problem-solving skills with the ability to express thoughts succinctly and write clear, concise analyses and recommendations.
  • Ability to research, analyze and assess information to develop and prepare reports, proposals, recommendations and items for decision.
  • Must be legally able to work in Canada and provide proof upon request.

Desirable Skills:

  • Knowledge of project management methodologies, project consulting, project management software, and business operations relating to infrastructure is preferred but not required.
  • Knowledge of capital project delivery models and their organization, structure and function, along with the skills to adapt these models to meet Saskatchewan's needs.
  • Experience with major projects, specifically infrastructure projects, and sector-specific knowledge in a relevant area (e.g. human services/healthcare).
  • PMP certification or knowledge of project management principles is desirable but not required.
  • Ability to adapt quickly to changes in direction and management of multiple parallel workstreams is preferred.
  • Emotional intelligence and acumen in dealing with sensitive human resources issues.
