As a Planning Technician II for the Zoning Bylaw team, you will operate in three major capacities involving providing project support and oversight, data analysis and spatial modeling, as well as supporting the writing of non-controversial bylaws and reports for City Council and Urban Planning Committee.

With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Provide research, data analytics, mapping, visual graphics and spatial modeling on complex projects relating to municipal land use, zoning and development scenarios
  • Provide support on the creation of proposed GIS zoning data model changes for the new Zoning Map and rezoning engagement maps including completing quality control review and analysis
  • Provide support maintaining and updating project web pages and databases, formatting and editing reports, bylaws and presentations, organizing engagement event logistics and associated meeting materials, and responding to inquiries
  • Provide implementation support to service areas impacted by a new Zoning Bylaw or an amended Zoning Bylaw such as maintaining the Zoning Bylaw, testing technological changes and creating and/or updating process and training materials
  • Write non-controversial bylaws and reports for City Council Public Hearing and Urban Planning Committee
  • Provide support to the development and creation of the new content management system and new zoning web map including adding content once finalized


Specific responsibilities include:

  • Conduct research, data collection, and analysis, which is used to inform the Zoning Bylaw Renewal Initiative, Zoning Bylaw text amendments, Council and Committee reports and Council inquiries
  • Design and manage internal databases (i.e. Google Sheets, Tableau, POSSE)
  • Create and conduct surveys and compiling survey results
  • Mapping, zoning analysis and preparation of visual graphics
  • Prepare complex and engaging maps using the City of Edmonton’s geodatabases, three dimensional models of zoning envelopes and development scenarios
  • Prepare visual graphics (print or digital) Apply advanced knowledge of computer applications and software to create maps, generate graphics and models and illustrations, using software such as Adobe Creative Suite, AutoCAD, ESRI ArcGIS, GeoMedia, and Google SketchUp to illustrate concepts
  • Use of computers, plotters, dry mount presses, scanners, photo manipulation and editing software
  • Add and update Zoning Bylaw content into the zoning content management system and the geographic information system (GIS) database
  • Manage historical versions of the Zoning Bylaw
  • Provide support in the creation and maintenance of zoning content and GIS standards
  • Provide support to testing application changes using POSSE, self-service, etc.
  • Provide support of updating process materials such as job-aids, standard operating procedures, 311 scripts, training videos, etc. and uploading content to the Knowledge Library
  • Update the application and service area webpages with the approved content
  • Provide support of training and education sessions by booking rooms and/or venues, formatting training materials, tracking questions during sessions and coordinating responses, etc.
  • Business process support and project management
  • Maintain the team’s work plan, project due date calendar and project plans
  • Support virtual and in-person engagement events
  • Perform other related duties as required
Qualifications:
  • 5 years of experience in relation to land use planning and development issues in a municipal setting or a private land use planning and design consultancy, including experience in project support, technical analysis and the modeling of spatial concepts and graphics preparation
  • Demonstrated skill with computer-based design, graphics, database and spreadsheet and mapping software including ArcGIS Pro, AutoCAD, Trimble Sketch-up, Adobe Creative Suite, Google Drive, Sheets, Slides, Microsoft Access and Excel
  • Excellent organizational skills with the ability to simultaneously manage multiple priorities and projects; demonstrates a high degree of thoroughness, accuracy and attention to detail
  • Knowledge of planning principles, concepts and terminology, practices, related to land use planning, land development, plan-making, urban development and development approvals and public engagement
  • Knowledge and experience with the collection and analysis of data and ability to complete research and communicate the findings
  • Ability to understand and read development permit applications and site plans and elevation, ability to type quickly and effectively, ability to accurately calculate density, Floor Area Ratio and other spatial calculations related to zoning and development proposals
  • Ability to establish and maintain effective working relationships and resolve conflict
  • Strong organizational and project management skills
  • Exceptionally strong interpersonal and team-building skills
  • Eligibility for membership in the Canadian Association of Certified Planning Technicians is an asset

Up to 2 temporary full-time position for up to 11 months

Hours of Work: 33.75 hours per week

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary: Hourly rate of $42.248 to $53.269 ($74,430.410 to $93,846.660 annually)
