JOB SUMMARY

The Community and Social Services department (CSSD) is responsible for creating a strong social infrastructure by providing support to families and individuals in need to promote their self-reliance and quality of life, in collaboration with community partners. This includes providing financial assistance, housing, childcare, employment, and long-term care.

The Social Policy, Research & Analytics Services team strives to increase the collective wellbeing of the City of Ottawa by unlocking the value of data. Our team looks at how we can leverage our existing and corporate strengths to better use data across our service areas.

As a Policy Research Analyst, you will join a passionate, technical, and data driven team that is motivated to improve the availability, consistency, and accessibility of data within and across CSSD service areas. The team is committed to incorporating equity, diversity, inclusion and an Indigenous reconciliation, anti-racism, and gender-equity approach to all that we do. We want all clients to feel heard, seen, and reflected in the data collection and analysis process.

You will be responsible for conducting, managing program evaluations using a variety of specialized frameworks using both qualitative and qualitative techniques on a team of socially driven professionals.

EDUCATION AND EXPERIENCE

Completion of Master's Degree in Social Work: Social Policy Administration, Urban Planning, Urban Studies, Public or Business Administration or related field

Minimum of 3 years of experience in social policy planning and development including research, analysis, performance measurement, strategic and operational planning, statistical analysis and project management

KNOWLEDGE

  • Current issues concerning municipal, provincial and federal relations on social policy
  • Advanced knowledge of social policy and community planning
  • General knowledge of social services systems and/or legislation, including finance, planning, development, and operations
  • Social research and evaluation methods and techniques, including literature reviews, study design, data collection (qualitative and quantitative); survey design; statistical analysis; program evaluation techniques
  • Policy development and approvals processes
  • Political issues and intergovernmental impacts related to existing and/or emerging social policy and relevant decision-making processes
  • Project management methodologies
  • Public consultation practices; community planning approaches and facilitation techniques
  • Local community sector providing a wide range of social services
  • Available computer technology and tools related to job requirements
  • Knowledge of applicable health and Safety legislation, including the rights and duties of workers
