Core Function
Under supervision of the Manager, Neighbourhood Planning Section, this position provides planning, implementation and coordinates the efforts of team members. The Project Manager (Planning & Development) will also define and manage the projects objectives and oversee quality control.
Duties & Responsibilities
1. Develops project charters to define project scope, goals and deliverables in collaboration with project sponsor and stakeholders.
2. Communicates project expectations to team members and internal and external stakeholders. Plans and prepares project schedules, timelines, tracks and monitors budgets, project milestones, deliverables, issues and risks.
3. Estimates resource requirements and skills required to complete project tasks and negotiates resource requirements.
4. Defines project success criteria and provides to stakeholders throughout the project life cycle.
5. Negotiates and resolves issues involving various interdepartmental needs and external agencies.
6. Ensures terms and conditions of all agreements are followed. Negotiates partnerships, leases and co-sponsorships.
7. Develops and delivers reports, proposals, requirements documentation, and presentations.
8. Conducts project lessons learned and post mortem team discussions to identify successful and unsuccessful project elements.
9. Supports the lifecycle of a project including developing business case; initiates, plans and controls project, and prepares forecast of short- and long-term projects.
10. Participates in the preparation of operating budgets, oversees public engagement and assists with preparation of media communications related to assigned projects.
11. Supervises, coaches, mentors, & motivates project team members, and encourages positive action and accountability for their assigned work.
12. Performs other related duties as required.
Qualifications
  • University degree in urban planning, architecture, civil engineering, business administration, communications, recreation or related discipline.
  • Seven to nine years of related work experience in a project management capacity, including all aspects of project initiation, planning, project execution, completion, and supervision.  Possession of a Project management certification such as Project Management Institute (PMI) Project Management Professional (PMP) would be considered an asset.
  • Knowledge of Corporate accounting, budgeting, procurement and financial procedures.
  • Knowledge of principles and practises of management applicable to operating an urban revitalization area including facility management, program planning and customer service.
  • Demonstrated ability to resolve complex issues in a multi-disciplinary environment including conflict management, managing extensive work programs and delivering projects on schedule within budgetary constraints.
  • Demonstrated ability to establish and maintain effective working relationships with the public, industry professionals and related external agencies using public engagement methods as required.
  • Considerable knowledge with project management software, such as Microsoft Project and MS Project Online is preferred.
  • Ability to conform to shifting priorities, demands and timelines
  • Ability to express ideas and concepts effectively, orally and writing, including the ability to prepare and present oral and written reports of a specialized nature.
  • Ability to deal courteously and tactfully with suppliers, the public and other civic employees.
Weekly Hours: 36.67
Salary Range: $86,211.84 to $101,175.60 CAD per annum (2022 rates)
