Incumbent must be a self-starter and will be required to work with a high degree of independence utilizing tact and good judgement in the communication and processing of information.

Reporting to the Director, Procurement, Contracts, and Risk Management, and working in collaboration with all departments within CHC, the Purchasing Manager shall lead and manage procurement within the corporation. The incumbent will manage service contracts, procurement of suppliers for capital projects, supplier development, and sundry purchases within the corporation. In addition, this position shall recommend new, and/or improvements on all policies and procedures as related to procurement and develop and implement all required training.

Primary Responsibilities:

  • Plan and manage the procurement and renewal of service contracts in consultation with the Property Management department.
  • Plan and manage the procurement of capital work.
  • Plan and manage the procurement of all leasing and rentals, including, buildings, fleet, office equipment, etc.
  • Examine, analyze, and recommend the procurement of equipment, goods and services where no long-term contract currently exists.
  • Rationalize and manage the supplier data base.
  • Develop a continuous improvement plan, execute and measure using KPI’s established for the Assets Management department.
  • Meet with internal customers to understand needs and improvements in the purchasing process and in the supply base.
  • Prepare and recommend purchasing policy and procedure changes to the Director of Asset Management.
  • Identify new suppliers and develop, as required, to ensure they are aligned to CHC’s strategic plan and needs.
  • Develop and maintain approval and prequalification process for suppliers and new sources.
  • Create and maintain strategic cost saving plans, including goals, reduction plan and suggested cost savings.
  • Prepare reports on savings realized or proposed and maintain other supporting reports and documents for Board and EMT.
  • Manage and optimize the inventory of purchased goods.
  • Manage bargaining unit position(s) reporting to this position.
  • Develop and update corporate purchasing templates in conjunction with corporate legal counsel.
  • In consultation with the Property Management department, establish and manage a supplier quality management system.
  • Understand best practices to implement in service contracts where applicable.
  • Collect and analyze data, prepare new service contracts with a primary focus to scope, specification and bid documents.
  • Manage the tendering and award phases of new contracts, resolve any prelaunch issues.
  • Analyze contract pre-qualification submissions, conduct contractor site reviews and prepare recommendation presentations for review.
  • Propose to the Director of Asset Management, a plan of continuous education to ensure best practices and knowledge is applied to this position.
  • Maintain a clean, organized and safe work environment.
  • Other related duties as assigned from time to time.


Requirements:

At CHC discretion, an equivalent combination of work experience and secondary education in a relevant field may be considered where the equivalent is greater than the minimum criteria for the position.


  • University degree or diploma in purchasing, construction management, engineering, or business. Alternate post- secondary education may be considered at CHC’s discretion.
  • Five (5) years’ experience working in the capacity of purchasing management.
  • Recognized professional purchasing designation will be considered an asset.
  • Proven ability to understand, develop and write procurement contracts.
  • Knowledge of laws and regulations related to contractual agreements.
  • Excellent communication, presentation, and interpersonal skills to deal effectively with staff, consultants, contractors, and the general public.
  • Demonstrated initiative that improves service or business results.
  • Demonstrated knowledge of residential and high-rise building maintenance and property management preferred.
  • Strong management skills, in a unionized environment, and sound decision-making capabilities.
  • Demonstrated, advanced proficiency in Microsoft Outlook, Word, Excel, Power Point.
  • Possession of a valid Ontario Driver’s Licence class “G” and the use of a personal vehicle for work purposes.
