Section Head – Resource Management
The Section Head for resource management is responsible for the delivery of the resource management program. The objective of the resource management program is to manage salmon and other fisheries in the Fraser and Interior Area. This work involves on-going discussion and planning with Indigenous organizations and with commercial and recreational fishing interests.
The Section Head supervises employees and is responsible for managing financial resources and other assets.

Section Head – Indigenous Programs
The Section Head for Indigenous Programs is responsible for the delivery of Indigenous funding programs for the Fraser and Interior Area. They supervise employees who manage salmon and other fisheries. They are responsible for acting in accordance with the guides, tools and best practices recognized in the federal government for consultation.
The Section Head supervises employees and is responsible for managing financial resources and other assets.

The Fraser and Interior Area encompasses a large part of British Columbia, stretching from the headwaters of the Fraser River at Tete Jaune Cache to the mouth of the Fraser, including Howe Sound, the Thompson River watershed, the Okanagan Watershed and the Canadian portion of the Columbia watershed. The area is geographically diverse with interests in Pacific Salmon, pelagics, marine invertebrates and the habitats they depend upon. The positions staffed under this staffing process will be located in either Kamloops, Delta, Prince George or Williams Lake, BC.

Please note that the Department of Fisheries and Oceans Canada supports the implementation of a hybrid work arrangements where employees are able to work both onsite and offsite for a pre-determined number of days during the week, when operationally feasible.

Intent of the process

A pool will be created and may be used to staff various Indeterminate, Term, Deployment, Acting or Assignment positions at full or part-time hours in various locations in the Fraser and Interior Area of the Pacific Region such as Kamloops, Delta, Prince George and Williams Lake.

Education:
A secondary school diploma or employer-approved alternatives.

Degree equivalency

Experience:
Experience engaging with, consulting or collaborating with Indigenous or stewardship (environmental) groups or commercial or recreational fishing sectors.
Experience delivering natural resource related programs, including planning, implementation, evaluation and review.
Experience in developing, interpreting or implementing legislation, regulations, policies or procedures.
Experience leading cross-functional groups.
Experience in conflict management.
Experience providing recommendations to support decision making about natural or renewable resource management matters.
Experience supervising, managing or mentoring staff.
Experience managing financial resources.

Education:
Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in commerce, economics, natural resources management, public administration, environmental studies, biology or other specialization relevant to the position.

Degree equivalency

Experience:
Experience in planning, coordinating or implementation of Grants and Contribution Programs.
Experience in interest-based negotiations or conflict resolution.
Experience working collaboratively with various internal groups within a government context.

Knowledge:
Knowledge of non-salmon Pacific Region fisheries (e.g., Pelagics, marine invertebrates,).

Conditions of employment

Secret security clearance

Willingness to travel (including long distances).
Willingness to work overtime, weekends, and variable hours as required by operational needs.
Willingness to perform work as required in helicopters, small planes, and boats.
Valid Class 5 driver's license.
Other conditions of employment may apply, depending on the position to be staffed.
