The Excise Duties and Taxes Officer performs taxpayer audits, regulatory reviews, licensing/registration, support for program partners, and provides technical advice under various commodity tax legislation under the Excise and Specialty Tax Directorate’s responsibility.

Some of the key activities of this Officer position include:

  • Performs audits of returns, books and records, and supporting documents to determine taxpayers’ compliance with the Acts and related regulations. Reviews and assesses (approve or deny) refund claims. Prepares audit reports and working papers to support assessments and penalties and ensures that these comply with standardized policies and procedures.
  • Identifies audit issues and formulates and modifies risk-based audit plans and/or coordinates activities with the supervisor. Researches CRA-administered statutes, other legislation, legal cases, CRA publications and policies in order to arrive at audit conclusions.
  • Conducts licensing/registration investigations of new or renewing taxpayers to ensure applicants meet the requirements of the Acts and related regulations and recommends to management the approval or denial of license/registration application.
  • Presents, substantiates and/or clarifies the CRA’s position in connection with excise court cases. Advises the Department of Justice (DOJ) on important points to be addressed. The work may require the incumbent to attend an examination for discovery, at the request of DOJ or the Appeals Branch. Also provides support and assists enforcement agencies with criminal investigations by providing expert witness testimony in court, providing affidavits regarding the licensing status of the accused, and providing interpretations of the relevant legislation.

Preference for appointment will be given to veterans, Canadian citizens and permanent residents.

Please note that this process will be used to staff positions in Halifax, NS and Moncton, NB only. If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process.

Qualified members and former members of the Canadian Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

We anticipate hiring five to seven candidates in the spring of 2023 as a result of this process, but that number may change depending upon operational requirements.

Essential staffing requirements

To be eligible, you must meet the following requirements.

Education

The CRA’s minimum education standard for SP

AND

Successful completion of Introductory Accounting, or Introductory Financial Accounting, or Financial Accounting 1 (FA1); and Intermediate Accounting 1, or Intermediate Financial Accounting 1, or Financial Accounting 2 (FA2)

Note: You must upload your education credentials, including a copy of your Secondary School (High School) Diploma or Degree (if applicable) or CRA-approved alternatives, and transcripts in the education section of your candidate profile prior to the closing date and time of this poster. Failure to do so will result in your application not being considered further.

CRA will accept foreign credentials as long as they are considered acceptable by a recognized Canadian educational institution. Candidates with foreign education credentials are required to provide proof of Canadian equivalency. Any applicable fees are the responsibility of the candidate.
